ASK PERMISSION TO MAKE ISLAND FOR $40000,000 NEW YORK, Oct. 14.--Thera will com before the War Department at Washington for approval a plan to build new artificial laland In New York harbor which with the bonding on tt will cost $40,000,000. ' The proposal to make this alteration of the face of nature was made by a group of wealthy men and the New; York Harbor Line Board haa just held a hearing here on the question. The. Board's .recommendations will be forwarded $o war Secretary Baker. The new Island would have an area of 440 acres and cover the Red Hook Shoals. On the made land, one mile long and a quarter of a mile wide, would be built . transshipping sheds and warehouses, railroad tracks, high allpa for barges carrying freight trains and on the Brooklyn side eighteen piers. The plant would be run along the lines of the great Bush Terminal. FRED PUQH 8ELLS PLANT TO BIRL FOREMAN

EATON, Ohio. Octll. Fred Pugh has sold his vulcanizing plant on North Cherry street to Birl Foreman, who has already taken , charge of the business. Foreman was one of the several canditdates on the ticket for the republican nomination as sheriff.

RUSSIAN CAPTIVES START MOVIE SHOW BERLIN, Oct 14 Twenty captured Russian officers Interned in the prison camp at Burg, near Madgeburg, have

organised a moving picture company

with the consent of the German mill tary authorities.

The strange company has a capital

of $500 and is doing an excellent busi

ness. The bunding for the theatre Is situated In the center of the camp

and has been donated by the German

army administration. It contains 250 seats and is sold out twice daily. An

admission fee of 12 cents is charged.

The films are furnished by two German

companies at a nominal rental and the program is changed twice every

week. Four German officers act as censors.- -
