SOUTH SIOERS TO FIGHT PAVING REMONSTRANCE

Remonstrances against petitions of the South Side Improvement association asking for the paving of the streets and roads in the south part of town and township under the Three Mile Road law were placed in circulation yesterday by John Weller. The reason given for starting the petitions is to keep down the township tax rate. . Members of the South Side Improvement association said today that they would fight the remonstrances. Efforts will be made by the association members to get the petition passed as soon as possible so that the improvements may be made. They fear that unless suitable streets can be provided soon for the factories which have located in Beallview, there is danger of them, moving

18 PERMITS GRANTED

During the past month the building Inspector issued eighteen building, twelve heating and thirteen miscellaneous permits, receiving $60.30 fees. He made ninety-seven inspections. The cost of the buildings authorized in August totaled $30,650; two brick dwellings, $5,500; two frame dwellings, $4,900; two garages, $1,000; one bake shop. $2,000; one freight house and eheds $10,000; ten repairing Jobs, $7,200. There were six barn and one dwelling fire with a total loss to buildings of $380.

HOLD GHURGH OUTING

An outing for members of the four colored churches of the city will be held at the Andrew Walker park, in Greenwood, Labor Day afternoon. No formal program has been arranged but baseball and other athletic contests as well as impromptu speaking wilt be features of the outing. A series of baseball games will be played by representatives of the four churches.

PETROGRAD, Sept. 1. Violent fighting between Teutons and Russians raged throughout Thursday. In these battles the Russians captured 289 officers and 15,500 men, the war office announced today. Of these 2,400 were Germans.

LONDON, Sept. 1 The Greek minister to England stated this afternoon that he had not received any news of the reported abdication of King Constantine, and did not believe it had occurred.

Over one-hundred babies were registered in the Richmond Better Baby contest at 3 o'clock this afternoon. Tomorrow is the last day for registration. Mothers who had waited until the last filled the Social Service bureau rooms. A separate contest and separate prizes will be offered for colored babies. Colored babies may be registered tomorrow afternoon. The examinations for colored children will be held a week from tomorrow.

CALLED TO BEDSIDE

Because of the serious illness of Addison C. Harris, prominent attorney of Indianapolis, Alonzo Harris, of Greensfork, a brother, has been called to the bedside of the stricken man in Indianapolis. Attorney Harris, who was former minister to Austria and who is one of the foremost lawyers of the state, is a former Greensfork paan and well known in this vicinity.

No change in the price of food stuffs was quoted on the local market. Potatoes, whose sudden jump from $1.50 a bushel on Wednesday night to $2.25 a bushel on Thursday morning was the most spectacular feature of a general upheaval in the prices of food commodities, remained unchanged at the high-water mark price today.

Speculative food dealers in Chicago, the great food distribution center of the middle west, eagerly seized the advantages offered them by the gravity of the railroad strike situation today and prices continued to soar. Potatoes jumped from $1 40 to $2.35. Hogs sold up to $11.35, the highest price in years. Beef, sheep, fowls and other meats advanced in price, due to the unprecedented situation.

ROUMANIA ENTERED BY SERVIAN FORCES

PETROGRAD, Sept. 1. Servian troops have entered Roumania, joining the Roumanian and Russian armies, it was announced today. The Servians were warmly received, it was said.

CHOIR BUYS ORGAN

The choir of the Second Presbyterian church has bought and presented to their congregation the organ of the First English Lutheran church. The w;ork of removing and installing the organ will be begun at once. It will be ready for use on November 1. The organ was sold by the First English Lutheran church to make room for the new organ which has been presented by Adam H. Bartel.

PROGRESSIVES MAY NOT GET INSPECTORS' POST

Although the Progressives bad the largest number of votes cast, in the 1914 election, they may not be represented on the registration boards. It has been generally understood that it was compulsory for the county commissioners to appoint men as registration inspectors from the list submitted by Richard Wigmore, Progressive county chairman. The law makes

no provision, however, for the party which cast the highest number of votes in the last election. It Is merely implied. The law as amended by the 1915 legislature, (Acts 1915, p. 530.) provides: What Law Requires. For the organization of a registration board in - each precinct in . the state. Each registration board will consist of an inspector and two clerks, the inspector to be appointed by the county commissioners at their regular August session preceding the election, whereupon the inspector so appointed shall appoint two clerks, one to be

nominated in writing by the county chairman of the political party which cast the second highest vote and one to be nominated by the party casting the third highest vote at the last election. The inspectors must appoint the clerks as nominated. The appointments as inspectors are wholly within the power of the commissioners so long as he is a voter and a free holder and a qualified citizen of the county, -it was pointed out today. The commissioners in their session Saturday will probably appoint the inspectors. Some time ago they started a thorough investigation of the law to see whether it was compulsory for them to appoint the inspectors from names submitted by the Progressive county chairman. They hesitated at that time to appoint inspectors from a party which has but a few members in the county. .. Two members of the board of commissioners are Republicans and one is a Democrat. ,
