WELL MACOE. - HOW t0 J LOOK TO 0 TO THE BANQUET? SOUTH AMERICA SUFFERS MOST FROM CONFLICT Business conditions' throughout South America are 'far from being satisfactory, according to Walter S. Bates, South American representative of the American Seeding Machine company of this city. Mr. Bates has just returned to Richmond from an extended trip through South America. "The Argentine farmer is a real victim of the European war," Mr Bates said. "He has had excellent (train crops but has not been bene fited. England is now using for mili tary purposes most of the boats for merly engaged In the Argentine trade and, In consequence, Argentine has difficulty in exporting her products. Also the cost of transportation and lot Harvesting crops is almost pro hlbitlve. To place upon a grain drill in Argentine costs as much now as be price American farmers are redelving for their grain. The Allies are purchasing a considerable amount of Argentine grain but not enough to relieve the condition of the Argentine farmer. , "One American product which is still booming in South America is a certain make of car known as 'tin lizzies.' They sell as fast as the demand can be met. " , Mr. Bates says that South America presents a wonderful field for the American manufacturer but this market cannot be taken over until satisfactory transportation service between American and South American ports Is provided. SAYS BRIDE LEFT HIM FORT WAYNE. Ind., Aug. 28. Aileging that his bride deserted him, Cyrus K. Fairfield, 81, who eloped from this city with Mrs. Mary Fogle, 31, of Muncie, on April 1, has filed suit for divorce. The couple was married at Hillsdale, Mich. His bride stayed with him but six weeks, he says. SOUTH SIDE Continued From Page One. the commissioners and call for an expenditure of $185,000. Plans for the Main street structure have not been Bled but will be ready in a few days. The appeal from the decision of the beard of works which is pending in the circuit court is practically the only thing which can delay the commisbloners and prevent them from asking appropriations from the council at its next meeting. City Attorney Bond declares that O fctreet is open and that the pending Evans damage twit will in no way legally Interfere with the building of the bridge. The county attorney, however, found "Saturday that in case the city does not want to stand by the decision of thejeourt. it can withdraw all Its former decisions and refuse to build the street. If this should happen, the bridge would be outlawed. Withhold Definite Contract. , Although the commissioners came tc no definite conclusion about the matter Saturday, they are considering asking for the appropriation and then waiting until the suit is. settled before Issuing the bonds or letting the contract. It was brought out in the discussion Saturday that if the city attorney would urge that the case be tried immediately, it would be possible to have the appeal decided before the council meet. In the pending appeal, Mr. and Mrs. Evans ask the court to grant them $2,000 damages which they-claim will be done to their property located in the river bottom by the construction of the bridge. The board of works Dnly awarded them $200 damages. Give Order for Bridge. The order for the South G street bridge was given by the commissioners at their session of March 22, 1916, ind Mueller was hired as engineer. His pay is to be two and one-half per cent, of the cost of the actual construction of the bridge plus the exact cost of preparing all preliminary plans. Plans for this bridge which he filed Mtb the county auditor. Saturday, are the same that he showed at the cititen's meeting held the first of July In the high school auditorium. . Starting at its intersection with South Fifth street the grade will be I Bix-lnch rise to every one hundred 'eet. The roadway will be forty-two ,'oet between curbs and on each side )f the roadway there will be eight leet sidewalks. The bridge will be Itrong enough to support two interirban cars and provisions will bo kiade for two street car tracks in the

center. Although there are no cars to run over the bridge at present a franchise is liable to be granted to a company coming into town from the south now at almost any time. Provides for Two Tracks. Tor this reason, Mueller explained that he had provided for two car tracks. The bridge will be supported by three main spans with four small arches at the west end and three at the east end. The top of the bridge will be eighty-three feet from the water level." - The" entire structure will be made of cement and stone construction work. In case the county council wishes to cut down the appropriation, the plana can be easily reduced. Mueller is under the same kind of a contract to make the plans and specifications for the Main street 1 DriQse. ln many particulars u win resemuie me structure ai ooum o street. ' .
