Circumstantial Evidence

More than one innocent man has been forced

to pay the penalty for another man's crime

world without a chance to make good, after the

real criminal confessed. New York state is pon

dering over a case that came to light there last

week, in which a man in the death house at Sing

Sing escaped execution only because a woman interested herself in his behalf, wrung a confession from the real murderer, and gaye to the innocent man freedom. Charles F. Stielow, a stupid German farm hand, forced by the third degree methods of the police to make a false confession was railroaded through the courts to Sing Sing to die in the chair for the murder of a man and a woman. Stielow was made the victim of one of the worst examples of the third degree that has come to light in New York in many days. He was starved, beaten, prevented from sleeping, and tortured mentally until he was willing to confess to anything to escape the cruelty of the detectives and police. Mrs. Grace Humiston, a lawyer, believed that the police had forced the man to confess a crime he had not committed. She knew that the web of circumstantial evidence woven around him was very flimsy and that if Stielow possessed a higher degree of mentality and could have ob

tained good legal counsel, he never would have been sent to Sing Sing to die for another man's crime. By adroit investigation, she discovered the real murderer and obtained the release of Stielow. Few of us can picture the mental agony of Stielow in Sing Sing. Here was a man innocent of crime, counting the hours that would send him to the chair to die for the sin of another man. The case proves again the futility and injustice of sending a man to prison or to death on circumstantial evidence. Life is too precious to be cut off on the strength of a shadow or on the theory of some detective.

Unusual Things at Home All of us. are wont to believe that we must go abroad or to strange lands to find unusual and strange things when in reality some of the most interesting sights in the world are to be found in the United States. Take for instance the subject of farms. 'There isn't a country in the world that has us beat on queer farms. At Pasadena, Col. Edwin Cawston operates the largest ostrich farm in the world. Joseph Matlack, of Moorestown, N. J., owns the largest guinea pig farm in the world. William Hagan raises muskrats on a farm along the Delaware and his profits are $2,000 a year. At Victoria, in Mexico, is a parrot ranch and near Los Angeles can be found an immense pigeon farm, while out at Hot Springs, Ark., H. J. Campbell has an alligator farm that is greater than any in Florida. In Texas they are breeding buffaloes and crossing them with cattle and down on the Isle of Hope, in Georgia, they are raising terrapin.

City Shares in Utility Receipts More than $2,000,000 will be realized by Philadelphia from its share 'in the receipts of the United Gas Improvement Company during the year 1916, reports of sales for the first six months indicate. It will be the first time since the lease of the city works to the company that such a total has been reached. Controller Walton has made public the account of the city's share for the sales of the second quarter of the year, or $508,270.38. The first half of the year yielded the city the total sum of $1,053,320. This was an increase of $62,482 over the city's share for the corresponding half of 1915. The quarter's receipts were $40,640 more than the corresponding quarter's last year.

Sanitation in Hot Weather The hot days of this summer emphasize the necessity of extreme precaution to prevent epidemics and the outbreak of disease. The health department has been keeping a close watch on conditions that might be provocative of disease, and the board deserves the warm commendation and the unselfish co-operation of every citizen. A clean city usually is a healthy city. Diseases often are traced back to filth and dirt. When an epidemic breaks out in a city, the very first thing that is done is to order a clean-up campaign. It is dollars in the pocket of every citizen that cleanliness be enforced before an epi-

! demic occurs.

The city authorities and the. health department ought not relax their vigilance these days, but put a quick stop to any kind of nuisance that might imperil the health of the citizens or become offensive. The way to check disease is to make impossible its occurrence.

Rev. Oswald Helsing of Dexter, Mo., spent Monday and, Tuesday night with Evin Disher and wife. Ozro Kimmel and family spent the evening with them Mrs. William Beard of Dayton returned home Friday after spending a week here with her son, Emereon Beard and family and other relatives Rev. J. H. Blackford conducted the funeral services of Mrs. Amos Heath at Piqua, Friday.

THROWN FROM BUGGY BUT ESCAPE INJURY

HOLLANSBURG, O., Aug. 22. Although thrown from their buggy and painfully bruised when the horse which they were driving became frightened

and upset the rig, Mr; and Mrs. H. R. Mikesell escaped without serious injuries. The buggy was almost a total wreck.

HOLD MATTIX FUNERAL.

s EATON, O., Aug. 22. The body of John Mattix, Preble county's oldest resident, was brought here Tuesday from Richmond, Ind., and was buried in Mound Hill cemetery. While on a visit to relatives in that city he suffered a couple of strokes of paralysis, which caused death.
