No Railroad Strike The settlement of the threatened railroad strike by mediation, accepted by the railroads and the unions prevents what might have been the most serious blow struck in a decade at American prosperity and happiness. The cessation of operations on the railroads would have paralyzed industry and commerce and brought hunger and starvation close to many of the large cities. Many of them had made surveys of the available food supplies within their own confines in order that drastic action might have been taken to conserve the supply. Both railroads and unions did the sensible thing when they referred the dispute to a mediation board. They saved the country from a good deal of suffering and sadness.
The Boytown Council The Boytown council may be of permanent benefit to the city if it carries out the program it has outlined. One of the first problems it intends to tackle is that of keeping the city clean. Although the boys have no police powers, they, nevertheless, by moral persuasion and by shaming persons maintaining dirty premises, will be able to accomplish much good. The boys are tak
ing their work in a serious manner, and the community will benefit itself and help the boys by cooperating in the movement to clean up the city. The boys who are member of the city council and identified with the departments of its work will be better citizens and more intelligent voters by virtue of their activity in this organization.
Keeping Business at Home Every resident of this city and county wants to see the community prosper. The more business that is transacted in Wayne county, the more factories that work to capacity, the more persons who come here to reside mean more prosperity for every one in the county. Richmond shares in Cambridge City's prosperity and Hagerstown shares in the prosperity of Richmond. All of us are members of the same family and all are affected as business grows or declines. There isn't a merchant in any of the towns of Wayne county who does not believe and know that his business would be better, that he would be compelled to hire more clerks, add extensions to his buildings; spend more money for improvements, if every person in the county would quit patronizing mail order houses and keep the thousands of dollars that go to Chicago circulating in Wayne county. Chicago merchants spend no money in Wayne county, they do not help pay the taxes, they do not pay their share of road improvements and other betterments of the community. All they do is to reap the dividends of the money Wayne county people make for them by buying there. When a person buys from a mail order house he is buying unseen. He does not know what' he is getting. He permits himself to be deceived by the description in the catalogue. Comparison of the goods with those sold for the same price here, at Cambridge City, Hagerstown and Centerville shows that the buyer did not get a bargain, but received goods that are not one whit better than those he could have obtained here for the same price. Merchants of Wayne county cannot afford to sell goods higher than the mail order houses, and they do not do it. Buy at home.

"The warrant was issued this morning, and I am empowered to arrest you. You can look at It for yourselves: you've both seen them before." He opened the paper and spread it out for them to read. "Walter Pennold, alias William Perry, alias Wally the Scribbler, number 09203 in the Rogues' Gallery. First term at Joliet, for forgery; second at Sing Sing for shoving the queer. This warrant only holds you as a suspicious character. Pennold. but we can dig up plenty of other things, if it's necessary; there's a forger named Griswold in the Tombs now awaiting trial, who will snitch hout that Rochester check, for one thin?: " "Don't let him bluff you. Wally. Mame faced Morrow from her husband's side. "They can't rake up a thing that ain't outlawed hy time. You've lived clean moren' sevenvyears, an' you're free from the bulls. They can't hold you." "I haven't any warrant yet for you. Mrs. Pennold.' observed Morrow, imperturbably. '1 admit that it's more than seven years since every department store detective was on the lookcut for Left-handed Mame. I believe von specialized in furs and laces, didn't you?" "What's it to you? You can't lay a finger on me now!" the woman stormed defiantly. "Not for shop-lifting or forgery but how about receiving siolen goods?" The shot found an instant target. Walter PennoH slumped and crumpled down into his chair, his arms outprcad upon tho table. Ho laid his head upon them, and a single dry, f-huddering sob tore its way from his throat. The woman backed slowly away, and for the first time a shadow as of approaching terror eroded her hard, challenging face. "Stolen goods!" she repeated. "What are you tryin' to put over? Do you think we're so green at the game that you can plant tho goods here an' get us put away on the strength of a past record? You're a "

"Nothing like it!" Morrow leaned forward impressively. "We don't have to do any planting, Mame. It's a good deal less than seven years since the Mortimer Chase's silver plate lay in your cellar." . "Silver plate In our cellar!" echoed Mame in genuine amazement. She stepped forward again, her shrewish chin outthrust, but Walter Pennold raised his face, and at sight of it she stopped as if turned to stone. "It's no use!" he cried, brokenly. "They've got me, Mame!" "Got you? They'll never get you!" her startled scream rang out. "Wally, d'you know what the next term means? It's a lifer, on any count! I don't know what he means about any silver plate, but it's a bluff! Don't let him get your nerve!" "Is it a bluff, Pennold?" asked Morrow, with dominant insistence. The broken figure huddled in the chair shuddered uncontrollably. "No, it ain't," he muttered. "I I held out on you, Mame! I knew you wouldn't risk it, so I didn't say nothln' to you about it, but the money was too easy to let get by. The old gang offered me five hundred bucks just to
keep it ten days, and pass it on to Jennings. He came here with a ragpicker's cart, you remember? You wondered what I was givin' him, an' I told you it was some rolls of old carpet I got from that place I was night watchman at, in Vandewater street.
