More Ordinances The discussion of the traffic regulations at the council meeting the other evening calls to mind the large number of statutes on our books that are written but seldom enforced. The debate showed that one point for which an ordinance was asked is covered in an ordinance passed less than two years ago. Probably there are scores of laws on the books that are seldom enforced. . ... , The regulation of automobile traffic is a difficult matter. One can easily see how measures that are too drastic will become ridiculous because of their severity, how some will become useless because of the difficulty in arresting and prosecuting the offenders; how some will work a hardship on the drivers. If owners of automobiles would ..use common sense where traffic is heavy, the whole problem would be solved. Because some of them lack this

attribute, traffic regulations are necessary. If flagrant-abusers of privileges were heavily fined, much of the evil, would cease. Many violate the laws with impunity because they have no fear of prosecution.

Helping Others Science has made wonderful progress in combating, and curing diseases.. Infantile paralysis which made heavy inroads on the children of New York City this summer is a malady that so far has baffled the best efforts of physicians and scientists. Despite vigorous health crusades, the disease continues unabated. Forty-four children died yesterday. The health department has listed 5,168 cases, of which 1,143 were fatal. An appeal was issued yesterday to persons who had suffered from infantile paralysis and who have recovered to give small quantities of their blood so that serum could be obtained and administered to those now victims of similar at

tacks. The appeal was made by the board of

health and several physicians who are foremost in fighting the plague. . Physicians are not sure that the serum will cure. Experiments made so far are not conclusive enough to warrant the assertion that a cure has been found. Patients who have recovered from the disease might well afford to give a little of their blood for the purpose of experimentation in order that physicians might ; have material with which to conduct their research work. Mankind is benefited only by the sacrifices of its members. Heroic men have sacrificed themselves to discover the origin and possible cure for diseases. In this instance, not a sacrifice, but only a contribution is asked. If through the blood given for this cause, a cure is found for infantile paralysis, a boon will have been given to childhood that countless generations will be thankful for.

GERMAN TROOPS TAKE OFFENSIVE IN FLANDERS

London, Aug. 9. German troops are again on the offensive in West Fland ers and have delivered a number of attacks . against the British on. the Ypres salient. All the results broke down without the Germans gaining any advantage. The British war office announced.On the Somme front the .British advanced in the region of Pozieres and captured twenty-five prisoners.

Pennsylvania will plant black cherry trees in the state reserves to provide food for birds.

LOSES $500,000 ON WHEAT MARKET

ST. LOUIS, Aug. 9. Panicky conditions marked trade in wheat pit at locar exchange today. .. It Is reported that one St. Louis man was hit to the extent of nearly $500,000. Millers at noon said that flour per barrel would jump to nearly $8 by night. It was quoted on the exchange at $7,20 this morning. '

ENGLAND MAY SEIZE GERMAN PROPERTY

LONDON; Aug. 9. That the English government is contemplating the confiscation of all the German owned property in England in retaliation for the execution of Captain Charles Fryatt of the English liner Brussels was revealed in the House of Lords today by Lord Landsdowne. He stated that the government was consulting with financial house as to the advisability of taking the step. The German property in England runs into many hundreds of millions.

"Jim" Tnorpe is endeavoring to convince major league managers that they made a serious mistake when they allowed him to drift downward. "Jim" is playing a fine game for Milwaukee, in the American association. He leads the league in base stealing and is doing good work in hitting. Recently, at Louisville, a line drive from Thorpe's bat hit the left field fence, the clout being the longest drive ever made at the Colonel's park.
