The users of sprinklers and fire hydrants have some very strong arguments against the" payment of this charge. They have installed these sprinkler systems c great expense to themselves, and in so doing have greatly reduced the risk of fire not only to themselves, but to all adjoining property. They have made it possible to put out a firo with a minimum quantity of water, thus effecting a saving in the supply. While they have reduced the cost of insurance to themselves thereby, they have also reduced the cost of their neighbors' insurance. As an example: A Main Street merchant installed a sprinkler system; his neighbor did not, but his neighbor's insurance rate was reduced twenty-five per cent. What the City Pays The Commission sets out in its order that the city should contribute 32 per cent, of the total revenue, whereas it is now contributing only 22 per cent. Under the new order it is required to pay $822.00 less than before because 29 intermediate hydrants Installed by the city have been exempted. It would seem, therefore, that the city should take on a part of this burden. In order to place this $7,000 against the private fire lines, the Commission placed a minimum charge of $1S0.00 per year for all six inch openings, $120.00 for four inch openings, and $60.00 for all three Inch openings. If the City will permit this order to go into effect, it will require the installation of meters on all lire lines which will call for an expenditure of approximately $25,000 by the Water Works Company. raise the valuation of the plant from $850,000 to $875,000 and the city would be obliged to pay $2,000 annually in revenue for the company for all time to come. Who is willing to accept this charge of $2,000 annually forever? It should not be required. Another Inconsistency One of the inconsistencies of the new order is the fact that the Water Works company installs a fire plug at its own expense for the city at a rental of $57.50 per year and a private property installs one at no expense to the Water company and has to pay a rental of $180.00 per year, and in addition must pay meter rate for all water used in putting out a fire. These private lines are put in as an auxiliary to the city system to protect property for which privilege they must pay an excessive charge. The city puts in 29 hydrants as auxiliary to the system and is exempt from any charge. Is this fair? The city says it is not fair but we will not contribute to your relief. Sprinklers Benefit City These sprinkler systems are of undoubted benefit to the city and a great many more sprinklers should be installed in the retail district particularly. The city as well as the Water Works company should do everything possible to encourage these Installations, as fire hazard is greatly reduced and conflagration less liable. But if the present rate of taxing this service shall remain fixed, there will be no more sprinklers installed. The large systems now installed will undoubtedly seek relief by supplying their own water, and in that event, this revenue will not come to the Wrater company. The smaller systems cannot do this. The burden must, therefore, be placed somewhere else in any event. Had the city not better assume a part of this now rather than to discourage the installation of sprinkler systems, and be obliged to assume it later anyway. The manufacturer with the sprinkler system is reasonably assured of continuity of business, which of course, is of benelt to him, but at the same tinj, of benefit to practically every citizens because in case of conflagration labor is thrown out of employment for indefinite periods and the loss of wages will affect all lines of business. If the city would agree to pay for the intermediate hydrants and then judiciously install some additional hydrants, and the rate for schools be increased from six cents to ten cents the same as all other public buildings, the charge tp manufacturers could be brought down to the same basis and the whole city be served. ' In comparison with tbp number of men and women tweuty-one years of age and over in the state and in Wayne County, 3.5 men of every thousand men in the state are insane anr 3.7 women of every one thousand women in the state are insane; but in Wayne County 3 men of every one thousand Wayne County women are insane. In the State of Indiana, therefore, there are 6 per cent, more of the Indiana women insane than there are Indiana men insane, whereas in Wayne County there are 66 per cent, more of the Wayne County women insane than there are Wayne County men insane. County Exceeds Proportion In the Eastern Indiana Hospital for the Insane, Wayne County has 107 inmates, which exceeds its proportionate number, no doubt by at least 20. In the ninety-two jails in the state there are 19 insane women, but 7 of these 19 insane women are In the Wayne County jail alone and only 12 insane women in the other ninety-one county jails in the state altogether. 10 insane men had been released from jail, whereas there were 12 " insane women in the Wayne County jail throughout the year and at the end of the year 7 insane women remained in jail and only 5 had been released during the year from jail. Just what is responsible for this disproportionately large number of insane women in Wayne County is not easily determined. Comparatively; there is Jess intemperance and vice in Wayne County than in other counties of the state; tuberculosis is on the decrease in Wayne County at an annual rate of from two and one-half to five per cent, for the past eight years, and physical, social and industrial conditions in Wayne County are not such as to tax the nerves of its citizens any more than such conditions do in other counties of the state. Outdoor Life Needed The Board of State Charities, however, in its last annual report from which most of the figures quoted have been obtained suggests a possible reason which has to do with the treatment of the insane.
