Mr. Frederick Upbara was named Assistant-Treasurer. Mr. Upham occupied this post four years ago and Mr. Bliss's father was treasucrer of the campaign in which Theodore Roosevelt was elected president. east, that the part of said highways be Improved which is more particularly described as follows, to-wit: Beginning at a point in the south line of the southwest quarter of section twenty-eight (28) in township eighteen (18) north of range thirteen (13) east, where Market Street as platted on said village plat of Economy, extended south intersects said section line, the said point being also the point where the Greensfork pike, which is an improved free gravel turnpike, enters Into and joins with the said Market Street extended south as above described, running north to the intersection of Market Street with Main Street as shown by said village

I plat and at which intersection an im proved free gravel road branches and runs east and is known as the Williamsburg and Economy Turnpike; thence running west from said intersection to the Intersection of Main Street and Popular Street as shown by reference to the village plat of said town of Economy, at which intersection a free gravel turnpike road branches off to- the. north and is known as the Carlos City and Economy Turnpike road; running thence south from said intersection along said Popular Street and Popular Street as extended to the south, to the south line of the southwest quarter of section twenty-eight (28) In township eighteen (18) of range thirteen (13) east, where said street as extended runs into and joins with an improved free gravel turnpike road, commonly known as the, Hagerstown and Economy Turnpike road. That said highways as above described connects the Hagerstown and Economy Turnpike, The Carlos City and Economy Turnpike road, The Williamsburg and Economy Turnpike road and the Economy and Greensfork Turnpike road all of which roads are improved free gravel roads into a continuous system of roadways. That the road as above described and set out is of less than three miles in length," being of the length of approxI imately one hundred and thirty-two (132) )rods, and the same being all within the said Township of Perry of said County and State. Your petitioners also show that the total bonded indebtedness payable by taxation for the construction of free gravel or macadamized or concrete roads under any law in force in this state, whether said bonds are issued or not together with the probable bond issue which will be incurred If this work shall be ordered will not exceed four-(4) per cent, of the total assessed valuation (after deducting all mortgage exemptions) of the property of the township wherein said road so petitiened to be improved by grading and paving is located, . and also after deducting from the aggregate total of such bonds the amount of tax collectable during the current year for the payment of road bonds now Issued and outstanding and for which the tax levy has already been made. That your petitions pray that the said road as above described shall be Improved by grading, draining . and paving the same all as hereinafter set out, and recommend that said highway as above set out be so Improved as follows, to-wit: Width. That the total width of said highway as at present laid out and established in that part of Market Street and its extension south as described In said petition is 49 feet wide, that part of Main Street described in said petition is 66 feet wide and that part of Popular Street and its extension south described in said petition is 49 feet wide and that such established width be not changed. That your petitioners recommend a roadway of about twenty feet !n with for the entire length of the work and highway thus petitioned to be improved and that the remaining width of said highway be left for sidewalks and drainage gutters for the roadway so improved. Culverts. That all culverts shall be of permanent construction of such length as not to diminish or narrow the used surface of said roadway where it passes over any of said culverts. All of said culverts to be in good condition and if necessary to construct new ones. And the said petitioners hereby recommend that the general character of the Improvement to be made, and petitioned for herein be that a proper grade therefor be established in conformity with the grades of other existing highways which connect therewith in so far as the same can be done and the establishments of suitable other grades in the others parts of said highway which are not effected by highways already established. The roadway should be graded with gutters at the side of the road so as to furnish a roadway at least 20 feet wide and the surface when finished shall be a uniformly convex surface having in the middle of the roadway a height of at least two inches above the surface at the edge of the highway. That the twenty feet in the center of said roadway after the establishment of the proper grades be Improved by filling or by excavating of the soil therefrom as may be necessary to a grade that will be a proper base of sufficient depth as to provide a permanent bed and foundation for a concrete road
