In consequence they sent word to the rules committee that the precedent established in Baltimore four years ago must be followed and the nominations precede the adoption of the platform. After the situation had been explained by J. Root Kramer, secretary of the convention who was directed to present the position of the leaders to the committee, it was decided to change its plan and follow the advise of the leaders.

rates. As shown by the above, figures the state engineer's estimate of present value of the local gas company's holdings is-$366,484 less than the company's estimate. Makes Big. Reduction. The state engineers in their report establish $512,840 as ' the cost of reproducing the property of the local utility. The company claimed $849,011 as the cost of reproduction, or $336,171 less than the valuation established by the commission's experts. "The city will quite probably oppose the valuation of the company's artificial gas plant being considered as a part of the valuation for rate-making purposes on the ground that it is not used and useful in the distribution of natural gas," President Bavis of the board of public works said today, t "In the report of the commission engineers the valuation of the artificlal gas plant is fixed at $83,821 and figures as an item in establishing their present value of the company's holdings," Mr. Bavis continued. ." Should we be sustained in this contention, this item of $83,821 would be subtracted from the $408,165 present value established, leaving, to be considered for rate making purposes, a present value of $324,344. . Requires $29,191 Revenue. "Anticipating the commission will authorize a six percent on investment revenue for the company and an additional three percent for depreciation, a total of nine percent, the company would require annually a net
