Against the Sprinkler Charge. The Indiana Manufacturers association "has declared against the proposed sprinkler charge soon to be made by the state public utility commission on factories and business houses of

Richmond that have installed the sprinkler appli- i ance. The association argues, correctly that the upshot of the ruling wilLmean the withdrawal of factories from Indiana to states where they are not harassed by rulings of a state commission on matters as -palpably unfair as the proposed charge against factory owners who have invested money in a system: which cuts down insurance rates and at the same time is the very best precaution against fire that ever was put on the market. , No one has given an adequate reason why a readiness to serve charge should be placed against a business man or factory owner, who, out of his own pocket, installs a system for his own benefit and for the general protection of all the buildings in the neighborhood. If the Water Works company installed the sprinkler system, if it in vested money in its original installation and its subsequent upkeep, there would be some ground . for the state commission to rule that a readiness to serve charge is justifiable. But the opposite holds true. Not the Water jrWorks company, but the user of the utility, the ' business man, the factory owner, puts in the system, invests his money in the device, must ' charge himself for its depreciation and for its maintenance. The Water Works company is not a loser by the installation, because the city does not diminish the number of water plugs in the

Seats for 12,400 persons have been provided in the Coliseum in Chicago, for the Republican national convention which opens on June 7. Thare will be 991 delegates and an. equal number of alternates. Each delegate is provided with a guest ticket. The press will occupy 650 seats and prominent Chicago citizens, get 2,200 seats. Tha ten members of the sub-committee on arrangements each get 200 tickets, totaling 2,000, while the fifty-three members of the national committee have taken from 15 to 200 tickets each, totaling 4,367. The candidates and other distinguished guests have appropriated 200 tickets more.

factory district for which it pays, the Water Works company, but keeps the plugs there. In fact, the user of the utility, under the proposed ruling, faces a double charge,. namely, that of installation and that of the privilige to use the utility in case of fire. And, inasmuch as all water used by an automatic sprinkling system goes through a meter on the premises of the user, the company is paid so much a gallon for

every drop of water used in extinguishing the

blaze.

The readiness to serve charge-which the commission proposes can be looked upon in no other light than a double charge against the business man and the factory owner. They are forced to pay. to install the devise and then are compelled

to pay the Water Works company for its use. This double charge is manifestly unfair. That manufacturers will not be keen to come to Indiana under these conditions, and that man

ufacturers of this state who are proposing large additions to their factories will look to other states for sites, are merely logical results of the short-sighted policy of the commission. One of the big items in the expense account of a "factory is insurance. Almost every large manufacturer, has kept this down to the minimum by the installation of the sprinkler device. Charge him a readiness to serve charge, and you are hitting him at a vital point. Why should he not take advantage of inducements offered in other states where such irksome regulations are not in force ? Why should he stay in Indiana if this big item can be reduced -materially elsewhere?

Even if the added readiness to serve charge woujd not bring his insurance and the additional water service charge up to the insurance premium paid before the sprinklers were installed, there is not a business man or factory owner who would discard the device. He knows .absolutely that in case of fire, the damage will be restricted to a small zone near the origin of the blaze, and that his whole plant, or a greater part of it, will not be put out of commission in event of fire. This factor alone is an important one in considering the advantage of the sprinkler system. By keeping his factory running, he is able to keep on manufacturing his products or of selling his goods, thereby paying his workers and adding to the wealth of the state. Why does the commission want to punish him for the installation of a system that has these beneficent qualities?
