If the Indiana Public Utilities commission decides, after the hearing tomorrow of the Richmond City Water Works company's petition for an increase in water rates, that the company is not entitled to a readiness-to-serve charge on fire protection sprinkling systems it will be contrary to a ruling recently made in the Terre Haute water rate case.

Fixes Sprinkler Charge. In preparing an order establishing the sources of income for the "Terre Haute water works company the commission provided a readiness-to-serve charge for all. sprinkling systems in that city. . Richmond business interests , which have installed such systems will be represented at the hearing tomorrow by an attorney for the purpose of entering a remonstrance against the establishment of a charge for, sprinklers. STRIKE OF TWO THREATENED TO "GLOSED-SHO

There is a prospect that the local unions of carpenters and of brickmasons will declare a strike against several building construction contracting firms in this city in the near future, unless there is a prompt compliance, on the part of these concerns, with a joint "closed shop" demand which, it is said, has been submitted by the two unions. ; No increase in the wage scale is asked by either carpenters or brickmasons, but the two unions are firmly insisting that no non-union men be employed ,on any construction work in this city.

Demand Submitted. It was learned- today that the first "closed shop" demand was submitted early this spring, to become effective May 1. It was a repetition of a demand submitted by the carpenters union a year ago. Members of the carpenters union complain that both demands were ignored by the renresentaS STI MORNING DRIVE BERLIN', May 18. QUIGG INTERESTS CAPITAL in PLAN OF EXPANSION; WANTS MILLER BUILDING

Plans for the organization of a large wholesale grocery company, the reorganization and extension of the Richmond company to take over the largest warehouse of the former M. Rumely company, the building now owned by George F. Miller, are being contemplated according to a statement of William H. Quigg, secretary and treasurer of the Richmond Baking company. Officials of the Baking company said today that additional capital is now being interested in the proposed extension and that the building which is being considered is ideal for the purpose enabling the company to do extensive shipping business.

Mr. Quigg said that the Richmond Baking company has been extremely cramped for space and that at least four times the amount of business could be done if the company had an opportunity to expand.
