"The German government' is conscious of Germany's strength. TSwice : v within the last few months we an: - nouce before the world oar readiness to make peace on a basis, safeguarding Germany's vital Interests thus indicating, that it Is not Germany's fault If peace Is withheld from the. nations of v Europe. The German government feels all the more Justified to declare that responsibility could' not be bourne by Germany before the forum of mankind if, after twenty-one months of warfare the submarine question under discussion between the United States and Germany had taken a turn' to threaten seriously the maintenance of peace between the two nations. . "As far as lies with the German government it wishes to prevent things from taking such a course. Will Try to Limit War. "The German government moreover is prepared to do it's utmost to confine the operations of -the war during the balance of its duration, to fighting forces of the belligerents, thereby insuring the freedom of the seas, a principal on which the German government believes now as It did before, to be in agreement with the government of the United States. "The German government guided by this idea hereby notifies the government of the United States that German naval forces have . received the following orders: "In accordance with the general principle of search and destruction of merchant vessels, as recognized by interna tionl law, such vessels, both within and without the area declared a war zone (the waters around the ' British Isles), shall not be sunk with- ' out warning and without saving human 11 res unless ships attempt to escape or offer resistance, r, "But . neutrals cannot expect ; that

existence, shall for the sake of neutral
Interests, restrict the use of her effective weapons (the submarine) if the enemy is permitted to apply at will methods of warfare violating the rules of International law. . ' . "Such a demand would be incompatible with character '(honor) ' and neutrality and the German government is convinced that the government of the United States has repeatedly declared that it is determined to restore the principle of the freedom of the seas no matter from what quarter they are violated. - . Puts Demand en Britain.' . - "Accordingly the - German government is . confident that the consequences of the new order issued to the naval forces will be that the United States will now consider all impediments removed which have been in the way of mutual co-operation toward restoration of the freedom of the seas during the remainder of the war, as suggested in the note of July 23, 1915, and it (the German government) does not doubt that the government of the United States will now demand and Insist - that the British' government shall forthwith observe - the international laws universally recognized before the war and which were laid down, in note presented from the
United States to England on Deo. 28, 1914, and Nov. 5, 1915. - - - . "Should the step taken by the United' States government fail to obtain the object it desires, Le, to have tha laws of humanity followed by all belligerent nations, the German government would then be- facing a new situation in which it must reserve for itself complete liberty of decision. "The undersigned avails himself the
opportunity to renew to the American ambassador kssaraaees of tke fcisSest consideration.' . , . TON JAGOW.
