poration is trying to steal a privilege or impose a

The only way a public utility can hope to receive fair treatment from the public is by laying

the cards down onthe table soithat every citizen

can readily and easily understand, what the corporation wants. Many of the misunderstandings that have arisen in Richmond between citizens and utility corporations are traceable to a disposition, on . the part of the companies to "slip something over" on the city. ;. The Chicago , News, commenting on the announcement of the Gas; Light and Coke company says: i ' ' - "This is the attitude that a! public utility, com cern ought to hold toward the public at all times. It has -not always, been-the attitude of the Peoples Gas, Light and ; Coke company toward the public. - However, relations between that corporation and the 'people of Chicago -will be more cordial in, the future-' if the announcement here

"In making known " its readiness to answer fully all questions asked' by citizens about its affairs the company presumably stands ready also to give information sought by the Chicago" city government, which is one of the chief agencies for protecting the interests of gas users. the commissioners includes the oiling of all the

principal highways in the county.

More than thirty thousand 'dollars for, the oil

ing of -county highways seems an" exorbitant amount of money, but the taxpayers of Hamilton

county in which Cincinnati is located, have come to the conclusion that it pays' to oil public thoroughfares. Oiling of macadamized county highways in that county has passed the experimental

stage. The. county commissioners know that it

preserves the roads. . " '

the upkeep of the highways.

The' Starr Piano company has set the pace for patriotism in this community. Its board of

directors through Fred Gennett yesterday announced' an appropriation of: $250 to defray the

expenses of employes who are willing to attendJ

the military training camp at Indianapolis this summer. The positions in the factory will be held open for the men who take advantage of the offer. The .only conditions the firni . makes is that the men promise to enlist in case the

nation calls, for volunteers.

' This action is the right kind of patriotism and. the right kind fof . preparedness. - There are

dozens of young unmarried men in the Starr

Piano factory who gladly would have taken ad

vantage of the training offered at Indianapolis but who held back because they could not afford" to pay the expenses and lose their time ; at the factory. The offer of the company will : cover their expenses at Indianapolis. The company will not-pay wages to the men who go, but the men can well afford to lose this in consideration of the other expenses that are met. Let other

business men and factory owners follow suit. If the preparedness we hear preached on some street corners is nothing but air, then the IStarr

firm will stand alone in its patriotic effort, but if our city's leaders really believe in preparedness, they will emulate the example in double quick time. - Yesterday's diplomatic developments at Washington and the growing tension in Mexico bode no good. The time of conflict may be near. Perhaps the efforts made today are too late to prevent national humiliation. Let us hope that the preparedness program may have reached its fruition before we are called upon to defend ourselves against attack. .
