. If you have a few old skirts, some discarded shirts and a suit of clothes, you can get more for the lot from a rag picker than you can from a second-hand dealer. Why ? Because unwashed rags are quoted at 7 cents and washed rags
at 8 cents. Cotton rags are one of the impor
tant ingredients in the' manufacture of high
power explosives, and if you had a warehouse full
of them, you could sell out and retire.
Two decades ago, the rag bag held a high place in the housewife's estimate of household thrift. In the meantime, the rag bag has disappeared
and rags have ; either been burned or thrown
Into the' trash box, the result being that before
the war the United States annually was importing millions of pounds of rags from Germany and Belgium. The war stopped this source of supply, and as a result the domestic supply has been wiped out and rags are selling at a premium. . In 1913, 245,113,327 pounds of rags were imported to United States , at a cost of $3,413,165. For the fiscal year ending in June, 1915, the imports fell off-to 98,827,632 pounds. During the early, stages 'of the war, rag dealers gave little heed to the situation, but now, with the, importation practically cut off, the shortage is acute, land as a consequence the price has jumped. Today, the United States can supply, only oneeighth of the . rags needed for manufacturing purposes here. N If Americans had conserved the waste rags, there would have been no necessity of importing more than three million dollars worth from Germany and Belgium annually. This money might just as well have stayed in the United States and helped swell the bank accounts of Americans. Today, a thrifty housewife ought to resurrect the rag bag, and let it catch-the discarded garments and cloth wastes of the household. It 'means actual money. Why burn rags or; throw them
into the refuse box, when, in the light of market.

. Oiling Macadamiled Highways.f Road experts agree that an application of oil to macadamized highways prevents ..their rapid dissolution and is an economy to the taxpayers. Many of the macadamized "streets of Richmond
that have received .coatings of oil for two or three years present a surface that at places appears to be asphalt." The county commissioners ought to give the matter of macadamized road maintainance serious thought, and if the application of oil will
cut down the expense of repairs, the investment i of $1,200 to $1,500. on. the fifteen miles of high
ways would be the best piece of economy devised in many years. . ,. - ,-.,' Macadamized roads; are expensive to build. The county has between $240,000 and $250,000 invested in this kind of road construction. ; Road experts know that a macadamized road needs constant attention if it is to be kept in' shape. If oil acts "as a binder, and road builders say it does, the county commissioners ought not let the matter,, of oiling the highways go by this year without immediate action. At least nine counties of Indiana oiled their macadamized roads last year, among them being
Marion county where roads are put to hard use
by automobiles. If Marion and Lake counties have found the experiment an economy to the taxpayers, Wayne county should get in line. The county's investment in macadamized highways is a big one. Proper conservation of this investment is true economy and a direct benefit to the taxpayer whose money built the roads and now must help maintain them. s
Regulating Speed Fiends. The purchase of two stop watches for members of the "speed cops" should be followed up with arrests and prosecutions of drivers who jeopardize life and limb by needless speeding through the streets and swinging around corners. Some auto owners and drivers in Richmond need more protection than pedestrians, for the speed with which they turn some of the corners is bound to cause an accident accompanied by injury or death for the drivers and occupants of the cars. The police might watch the speed .with which drivers turn into North A street from cross streets. A few prosecutions would be a wholesale lesson. -

James C. Burns, who owned a 60-acre farm in Gasper township. The farm . was sold recently, and the former husband's share is an amount which just equals the alimony Judgment. v

day. She was stricken with apoplexy
and lived only a few hours. She was
the widow of the late John Ayres, who a few years ago dropped dead at the
church at Bentonville.
