Congratulations of the -South Side Improvement association were sent to the special factory committee of the .Commercial club, Mills chairmanf for successfully engineering the deal for re-occupation of the local property of the M. Rumely company. The association last evening voted unanimously to instruct the secretary to prepare a letter of congratulation to be sent to Mr. Mills. ; ! "This was one of the biggest deals ever consummated in Richmond and was one of the most successful," said Adolph Blickwedel, president of the association. "The ball was started rolling by the South Side Improvement association and although we . were beat forty-eight hours by' the Commercial club in closing tLe deal ;with the Peru concern, I am only too glad to offer the congratulations to the Commercial club committee. Perry Freeman spoke in , favor of the action of the association in sending a letter of congratulation but insisted that it be sent direct to the special facory committee, which he said was largely responsible for the deal in that J. H. Mills enabled the 'club "to purchase the property for $100,000 by making himself personally liable for the amount. "This association is showing itself broader than any organization in the city," said Mr. Freeman. "The South Side Improvement association has never been recognized . by any other organization for any work it has done 1 the betterment of the city.' ,' The motion to send congratulations to the committee was made by A. B. Kennepohl.

A heavy, rain overflowed the gutters, forcing water to back up in the street. The oiled surface' held intact, but the top of the narrow strip at the side -of the road was washed down the hill: If the whole street had been oiled, the coating of oil would have prevented damage to the read. This instance alone shows the advantage of oiling. Nine counties of the ctate now oil macadamized roads. Experience has proved that it is economy. Efficiency in road maintenance can be obtained

by the application of oil to every mile of macademized road in Wayne county. Preble county last year oiled some of its macadamized roads, and Richmond automobilists commented on the fine surface. The counties that believe in this form of economy are: Marion, Lake, Hamilton, Grant, Gibson, Allen, Porter and Putnam. The application of oil to gravel roads has been found to be futile and a detriment to the highway.-
