. The charm of this frock is in the soft fullness that is evident throughout. The skirt, to prove that it follows the line of the season, is over five yards wide. Odd black and yellow buttons that harmonize with the yellow tone of the gown, trim the graceful bodice in front. The two toned embroidery and deep belt are particularly effective details.

Inasmuch as the note is to all intents and purposes an ultimatum, with the time limit left out officials generally believe that a diplomaticbreak is certain. They point out that it has been necessary to question the good faith of the German admiralty orders and because of this it is unlikely that the German government will care to make the extreme concessions necessary to meet the position of the United States. Meanwhile, the state department has ordered that all of the evidence in connection with the attack updn the Russian bark Tmperator from Gulfport, Miss., to France with lumber, by an Austrian submarine be compiled immediately. It is understood that if the early reports that the bark was fired on without warning are substantiated a copy of the German note, modified to meet the situation, immediately will be sent to Vienna. He .Said, that examination of petitions will make it impossible to determine by that time whether brick or asphalt received the greatest favor. . "We are not charging that it was a put up job between the asphalt and the concrete-companies," said J, W. Attorney Bond alleges that the company used in basing this calculation a valuation of $800,000. The earnings, the city attorney says, are $6,000 more than the company was heretofore entitled to receive, and that it also charges interest on notes to the amount of $2,801.31, which is 6 per cent of $46,688.50. ' - Pads its Valuation. ' By this method, he says, the utility would be earning a net income of 6 per cent on a valuation of $846,688.50, which is $96,688.50 more than the value which the commission has fixed upon i the property of the company. If it is to receive a net income of 6 per cent on a value of $7o0,000, it received last year $8,801.31 more than it was entitled to receive. "It is plain to us," says Bond, "that if this utility has been required to borrow any money in order to pay for extensions and betterments that the income derived from such extensions antl betterments will be amply sufficient to pay such debts, and in the meantime fully to reimburse the utility for all sums expended." Among the abnormal conditions of j last year that might cause a slight defj icit, but which ought not be used in j calculating future rates, are the folDandruffy Heads Become Hairless If you want plenty of thick, beautiful, glossy, silky hair, do by all means get rid of dandruff, for it will starve your hair and ruin it if you don t. It doesn't do much good to try to brush or wash it out. The only sure way to get rid of dandruff Is to dissolve it. then you destroy it entirely. To do this, get about four ounces of ordinary liquid arvon; apply it at night when retiring; use enough to moisten the scalp and rub it in gently with the finger tips. By morning, most if not all, of your dandruff will be gone, and three or four more applications will completely dissolve and entirely destroy every single sign and trace of it. You will find, too, that all itching and digging of the scalp will stoy, and your hair will look and feel a hundred times better. You can get liquir arvon i at any drug store. It is inexpensive and four ounces is all you will need, j no matter how much dandruff you ; have. This simple remedy never falls. Adv. "The fact that such a loss or even a deficit has occurred in any one year as the result of any abnormal conditions-does not justify a readjustment or an increase of rates," said Attorney Bond. '"Besides, if rates are based upon abnormal conditions of 1915, as above set forth, it undoubtedly means that this utility when operating under average conditions which we believe,
should be the basis used in fixing rates, it will obtain a greater revenue than it is justly entitled to receive. and if this be true, then it necessarily follows that the utility will be operat ing under an adjustment and unfair schedule of rates. The attorney- also states that the city is now paying an exceedingly high, rate for its fire protection and a rate in excess of that fixed for almost any other city in the state, and that it is unjust to increase the rates for lire protection as has been asked. . Every spring numerous inquiries are made by girls seeking some reliable recipe for removing freckles. Last year very favorable reports were re-, ceived from many who had used mercolized wax during the freckling season. The wax seems 'to possess unusual properties which completely absorb the freckles, with no harmful effect. The complexion improves wonderfully, becoming as soft as a rose petal, and as delicately tinted. Get an ounce of mercolized wax at any druggist's, spread a thin layer of it over the entire face every night for a while, washing this off in the morning. For rough, spotty skin, sallowness, blackheads, pimples, and all cutaneous blemishes, this treatment is superior to any other. Springtime also brings wrinkles to many sensitive skins that are much exposed to winds and changing temperatures. To a half pint witch hazel add an ounce of powdered saxolite, which quickly dissolves. Bathe the face in this; the effect on a wrinkled skin is remarkable.
