' Girl Police in Clean-Up Crusade.
New York's East Side has become the classic tenement district of the United States. The popular mind associates poor dwellings slipshod residents, littered streets, dirty alleys, and low standards of living with that section of New
York. The sanitary condition of the district has caused the municipal authorities no end of worry and trouble. The East Side Protective association has
taken up the task of removing the odium attach
ing to that part of the city. It proposes to remedy sanitary conditions by a corps of girl police. Clad in blue caps, blue jackets and short blue skirts, and wearing glittering badges, the girls recently swarmed up tenement buildings to tell the dwellers that banana peelings must not be thrown from windows and rubbish must not lie in room corners. The young officers are instructed to report legal violations to. the police. Community service of this kind ought 4o bring results; A tenement dweller who hasr been visited by a little girl he has seen in his own house or in the neighborhood will pay more attention to her requests than to those of policemen or a social worker. Two thousand girls of the East Side, enlisted in this cause, ought to clean up that section of New York in record time.

Has the Church Failed?
The Rev. Charles S. Mcfarland, general secretary of the Federal Council of the Churches of Christ in America, who has just returned from an investigation of conditions in Europe, asserts that the church has failed and that the European cataclasm is the proof for his assertion. The argument has been advanced frequently that the great war proves the downfall of the church, that religion could have prevented the conflict, and that if the church had been true, to its mission during the preceding centuries 'war would have been eliminated. t The supporters of this theory overlook one important fact, namely, that evil was in the world long before the church began its mission many centuries ago, and that evil in man's heart will continue even until the end of the world. So long as man'is evil, war, corruption, vice, lust, all the base ahd sordid elements of this world will continue. . The European war was caused not by the failure of the church, but because avarice, greed, dishonesty, disregard for other- nation's "rights controlled the hearts of the men responsible for the hostilities, impelling them to wholesale murder and arson. Men have changed very little in their attitude toward evil in the lapse of history. There was evil in the heart of a Pharaoh oppressing captive Jews; there was evil in the heart of a Nero And a Diocletian; there was evil in the heart of a Napoleon ,dreaming of world conquest. And the same evil,, under various guises, has manifested itself in the rulers engaged in this war. This same evil will never be eradicated, and so long as it exists there- wiil be war and the full category of lesser crimes. The church m .the years of its existence has fought evil, and courageously maintained a fight to change the hearts and attitudes of men. It cannot hope of wiping out evil entirely or of preventing-war, murder, suicide, arson, theft, avarice, jealousy, and other manifestations of evil. So long as it battles against evil, it is true to its cause and mission. Nothing more can be expected of it.

START WAR ON FLIES
INDIANAPOLIS, April 6. With the Inspiration of what has been accomplished in the last few years of the campaign of swatting the fly, the state board of health has just started another campaign to arouse the people to the dangers which lurk wherever flies congregate. The fly swatting campaign has become a national pastime and this year the board predicts great vesults will be obtained. The value of the campaign in early summer is shown by the statistics of scientists which prove that one fly may have 195,312,500,000.000,000 descendants in one year. The new flies which survive the winter thus produce the enormous numbers which haunt and plague mankind.
