WHY RICHMOND ESCAPES LOSS
FROH BLAZES
Richmond's lack of conflagrations or
fires of extraordinary damage is due
to a variety of causes in the opinion of Fire Chief Miller of the Richmond
fire department. In cities not so am
ply protected against fire or having no
adequate facilities of stopping a possi
ble conflagration, damages to properties and injury, of lives as the result
of fires, amounts annually to thou
sands of dollars and many deaths.
This city, fortunately, has escaped
the possible consequences of a fire of great character and even the number of small fires, which occur every year
through carelessness, has been reduced to a minimum until the officials of the fire department are prepared to
congratulate tLemselves upon the rec ord that has been attained.
But credit is placed by Fire Chief Miller not only upon the efficiency
of his department with its many intri
cate details which serve fundamentally to reach and stop a fire but upon the character of the merchants, owners of factories and the people who use precaution and give strict obedience to the rules governing the prevention of
fires.
, The merchants, he declares, have al
ways shown a willingness to co-operate fn removing combustible material and complying immediately with all the suggestions laid down as a result of inspection visits to the stores and busincsshouses. The factory-owners, too he says and men in every line of commercial enterprise give more than the usual heed to advice of this kind. Another reason assigned by the chief as a direct cause of the failure of fires in Richmond business houses to gain great headway, is the installation, generally, of the automatic sprinklers. Quite a number of possible big fires have been stopped through the workings of the sprinklers. Many business houses and shops now have them constructed beneath their ceilings and along their walls and Chief Miller is hopeful that in time all r laces of business will be supplied, le does not advocate the installation of the service of this kind known as the dry pipe sprinkler system and declares that it has no advantage in assisting the department.

ed on buildings in Richmond, both
serve as a big factor In cutting down
the annual fire loss of the city.
Chief Miller calls attention to the
difference between the peoples of for
elgn countries and the Inhabitants of
the United States in their relation to
ward fire protection. The , average
American has about 3 times as much to lose through a fire as a European
but the latter assumes greater precau tlon proportionately to prevent fires.
In Richmond insurance would, fully protect' the majority of the residents in the event of fire to their dwellings or places of business. The average householder carries between $300 and
$300 insurance on his goods.
In cases of fire, even fractions of
seconds count and it is at that point
that the Camewell Fire Alarm & Tel
epraph System used by the Richmond Fire department proves its value and
assists in minimizing loss by fire. So little time elapses from the pull ing of the fire alarm box and its re
ceipt in the different fire houses, that
it is almost instantaneous. This sys
tem has been in the forefront since its Invention and but one other system has been recognized as its equal by the fire chiefs in their recent Cincinnati
convention. There are 65 street boxes !n Richmond with 5 combination gongs and indicators. There is also a gong at the pump house which registers every box which is pulled when fire occurs. The pulling of a street box releases the horses and stall doors at the same ne and notifies the- firemen the ext location of the box. It Is then but natter of easily and quickly harness- . ; the horses and getting to the fire hout the loss of the slightest time. OFFICIALS DEMAND INTERPRETATION OF BRIDGE CONTRACTS
County Auditor Bowman, County Attorney Hoelscher and W. O. Seaney, commissioner, left this morning for Indianapolis to confer with the state board of accounts and the attorney general relative to contracts which the county commissioners are contemplating with John.W. Mueller as special bridge engineer. Statements have been issued by the "state board of accounts to the effect that no " county has a right to pay a bridge engineer
a per cent of the contract price for
drawing bridge plans and specifications. Commissioners have been informed by members of the state board.
however, that there is no objection to
this contract. They are anxious to have a written statement to this effect.

provide only for the pavement of that part of the street between Sixth street and North D street. The board referred the ordinance back to council last night without change. It recommended that if the
entire improvement was not to be made this year that the improvement be deferred until next year. On the ballot seven councilmen voted for
making the' entire improvement this
year, five voting against it As a two-
thirds vote is required to pass such an ordinance the project was killed. ' The board submitted a report to council demanding that prompt action be taken - to abate - the wet garbage nuisance. It declared the existing ordinance was ineffective. In the report it was pointed out that the city had been put to a big expense installing new furnaces at the crematory which are now rapidly crumbling due to the great amount of water collected with the garbage. It was stated that the consumption of coal necessary to produce heat to reduce this wet garbage is enormous. An amendment to the ordinance to require all citizens to wrap garbage before putting it out for collection was advised. The report added that the expense of reducing the waste of the commission companies was great and council was advised to take steps to provide for the city receiving compensation for at least a part of the cost of such reduction. This report was referred to the ordinance committee. A telegram was read by the clerk from a Cincinnati Tarvia company inviting members of the council to inspect tarvia streets. Chairman Williams asked for the telegram. He said he would like to go to Cincinnati. The board reported that the health department would at once take steps

The number of cars exhibited, the extensive decorations, the large number of different makes of cars represented and the musical program, will make the show surpass many of the shows in the larger cities.
