SEYMOUR PREDICTS WAR WITH UNITED MEXICANS AS RESULT OF CHASE
War with Mexico is a more likely outcome of the action of President' Wilson In ordering the American troops into Mexico, than the capture of Villa, the Mexican bandit, according to the belief of Dr. Charles Seymour of the University of Wisconsin. ' ; . j He is an authority on Mexican affairs, has studied for several years the political, economic and social conditions in that country and delivered a lecture before the city teachers' institute-at the high school this afternoon. . '
Union May Result. "Any day, any moment, may bring about a complete convulsion in Mexico and there is a good chance of war." Dr. ""Seymour said in an interview this morning. "It is impossible to depend on Carranza'a co-operation. The morbid hatred and dense ignorance of the people may at any time lead to the desertion of his troops to the help of Villa. "It was a dangerous if not disastrous policy to send a handful of men Into Mexico to capture the revolutionary leader. But if it has no other good, the punitive expedition which required two weeks to be formed, proves at least to the people the pitiable state of : unpreparedness of the United States. Predicts Long Chase. "Betrayal by one of his own followers for the sake of the rewards offered for his apprehension is only the remote chance I see for the capture of Villa. At least it will be a long, stern chase and may last a year before he Is run down. "Villa knows every Inch of the country in which he Is hiding and will probably divide his troops into small bands and conduct guerilla t warfare which will last indefinitely. "If the reports that moneyed interests were behind Villa's raid on Columbus, N. "There are 100 languages and dialects used by the Mexican people.
They can't understand each other. They know nothing. Mexico has been trying to govern herself for ninety years and has not succeeded. The only two rulers who had any ability were Juarez and Diaz. "A war with Mexico will last longer than most Americans imagine. The country-has an aera about as big. as the war zone of Europe. The people have been fighting for years and are ready for combat with this nation."

An employe can coHect damages, the law provides, even through negligence on his part or through the contributary negligence of a fellow employe, providing the injury is not the result of willful action on his part. When the Rolsin case was heard before Commissioner Hughes in Wayne circuit court, March 8, Attorney B. C. Robbins, representing the American Seeding Machine company, contended that the "willfull injury" section of the law did not merely pertain to the actual commission of a willful injury but to the action of the injured employe in the care of his. injury after the accident occurred. Decision is Important. The interpretation of the "willful injury" section was upheld by Hughes. The ruling of Commissioner Hughes is of utmost Importance to Indiana employers. Evidence was presented by Mr. Robbins at the hearing that after Rolsin was injured he cranked an automobile and did other things in defiance of the physician's orders. Finally an operation was necessary. It was then established that although being ordered to lie on his back in bed Rolsin persisted in sitting upright ajid once got out of bed and danced a jig. Being permanently injured Rolsin might have secured $3,600 damages if it had not been established that he had willfully contributed to the aggravation of his injury.
LEAGUE DIRECTORS MEET ON MONDAY TO ELECT LEADERS
Directors in the Commercial Amateur Baseball league will meet at the Y. M. G. A. Monday night for the purpose of effecting a permanent league organization. Final steps will be taken at this time toward determining the exact league makeup, the schedule and other business matters. The following teams will be represented: t Bankers, Pennsy Office, Kremos Knights of Columbus, Prudential, Postal, Feds and Press clubs.
JOHN BUNDY SERVES AS JUDGE OF ART
The portrait of Alexander Ernestinoff by-Wayman Adams was awarded the Holcomb prize of $100 at the John Herron Art Institute at the opening of the ninth annual exhibit by Indiana artists in Indianapolis.: ' John E. Bundy, artist of Richmond, was a member, of a jury of seven artists which recommended three paintings which will be eligible for the. Art association prize in the Herron institute. In the order of "preference these paintings were a study by Katherine H. Wagenhals of Fort Wayne, entitled: "The Visitor," and oil painting, "Evening Flowers," by Olive Rush of New York, formerly of Fairmount, Ind., and a water color, "Windy Day, Rockport Harbor," by H. H. Wessel of Cincinnati, formerly of Covington, Ind.
PAINTING GIVEN FOR ART ESSAY
Mrs. Mary E. Williams, art supervisor, makes the following announcement: History of Richmond and Wayne county is closely allied with the history of its art and industry. In order to collect material for use in the grades, I am offering a prize to the room whose pupils collect the most valuable material and present it in the most interesting form. The offer is open to all Richmond schools. The prize is an oil painting by George Baker, now on exhibit in Smith art store. The value of the picture will speak for itself. The prize will be awarded by competent judges. In judging the work, the grades and years of advancement of the pupils will be considered. The contest closes May 28.

VOCATIONAL MEETS IN
CONFERENCE INDIANAPOLIS
The vocational committee of , this city Is looking forward with much interest to the state vocational conference which is to be held at Indianapolis, March 23-25. and which will attract a number of local persons. This will.be one of the most important educational conferences ever held in the state. The state board ' of education and leading educators urge as many citizens as possible to attend the meeting. Among the speakers are President Stone of Purdue, L. S. Hawkins, state director of agricultural education of New York, President Parsons of the Indiana State Normal; C. R. Richards, director of Cooper Union, New York; C. S. Winslow, director of vocational training board of education; R. J. Leornard, director of vocational education of Indiana University; President Millis of Hanover College. - The call of the local committee follows: The members of your Vocational Committee wish to express our unanimous approval of the successful efforts recently made by the Indianapolis Chamber of Commerce in bringing the next annual convention of the National Society for the Promotion of Industrial Education to the city of Indianapolis in January, 1917. We wish to recommend that the State Board of Education express its formal approval of the coming of this important educational meeting to Indiana, and its hearty appreciation of the many educational benefits which will come to every part of the State of Indiana as a
result of the co-operation of the National Society during the year in our state vocational survey now under way, and in the three days' program of its national meeting which will be based upon the findings and recommendations of this survey. We wish also to suggest that the State Board of Education express to this National Society its willingness to co-operate with the Committee for the Promotion of Industrial Education in making the program of this national convention the most serviceable, In its history, to the state and nation.
