If property owners do not comply with'thls order promulgated today by the board of public works they will get no oil on the streets in front of their homes. "When property owners call to get petitions to circulate for signatures, they should call at my office and ascertain from me the approximate cost of the oiling to be petitioned for," City Engineer Charles said today. "An advance payment, in full, for the oiling must be made when the petition is filed or the city will not take any action." BOARD EXPECTED TO FAVOR PLAN FOR PAVED ROAD

Although county commissioners have gone on record as opposed to appropriation of money for macadam road improvement under the three mils road law, it is believed no opposition will be raised to the petition that will be submitted Saturday by tax payers of Jackson township asking for the construction of a concrete road extending eight miles east from the Wayne-Henry county line on the old National road. According to the three-mile road law, the commissioners have no option. If the petition is presented in a legal way, the commissioners are required to appropriate the money. The improvement will cost approximately 5100,000. Petitions are now being circulated la Center township asking for the permanent improvement of the National road as an extension to the Jackson township improvement.

CHURCH BOARD MEETS

Matters of small moment aside from routine business will come before the Sunday school board of Grace Methodist church tonight. Officers and teachers constitute the membership of the board.

PAVEMENT BILL RETURNED AGAIN TO CITY COUNCIL

Back again to council will go the resolution for the paving of Fort Wayne avenue from Main street to North D street. At the la9t council meeting when this resolution, in the form of an ordinance, came up for second reading, council decided to refer it to the board with the recommendation that It be modified to provide only for the paving of the avenue from the Sixth street intersection to North D street. -The board today decided to refer the ordinance back to council with the suggestion that the entire improvement be made or none at all. Asks Phones Removed. The Bell Telephone company today petitioned to have Its three phones, the only ones maintained in the city, removed from the city building. The board decided to act upon this request if the company saw fit to currender its franchise. The board today referred to the engineer for plans and specifications a petition for the making of a tarvla roadway, 28 feet wide, on Southwest Ninth street. National avenue, to Southwest A street, five foot walks on each side and cement curbs and gutters. The board deferred action on a petition for ornamental street lights on North Seventh street, Main to North A streets, until petitions for the installation of such a lighting system on Main street, from Fourth to Eleventh streets, and on Eighth street, from South A to North A streets, had been received. These petitions are now being circulated.

COOKS SPOILED FOOD

HARTFORD CITY, Ind., Miss Amanda Murphy of Muncie was cook at the county infirmary four days and then was discharged by Superintendent McGriff. She said McGriff wanted her to cook spoiled food. McGriff said he thought she was crazy and fired her,

Suppose the citizens of Richmond would vote this amount to the purchase and establishment of the GaarScott plant, which in earlier days was the main factor in Richmond and many of the homes built here are from the earnings "down by Gaar's," as the German says. Now how. to do this Take stock in the plant, elect three directors, say

the mayor and two citizens nonpartisans. Then get up a company, which I think could be gotten up here in Richmond, and in a few years we would have the Gaar plant like a beehive again, and realize a percent on the money invested. It seems to me such a plan would be a much greater help to Richmond than an interurban line. How does this strike you? B. A. Kennepohl.

SUCK LOW BIDDER FOR PAVING WORK

F. E. Slick, a Richmond contractor, was low bidder today on contracts for the brick paving of North Fifth street A to D streets and South Ninth street. Main to South A streets. The resolutions call for the paving of these two streets with brick. However, the property owners have the right to select the kind of paving they desire. In the event concrete paring i3 decided on both contracts will go to Harding, Slattery & Buchanan. This firm bid 1.48 for North Fifth street and 11.45 for South Ninth. Slick's bid on North Fifth was $1.82, Peebles brick and $1.88 for South Ninth, tho same kind of brick. There were five contracting firms in the bidding. Bids ranged slightly higher than those entered last year.

WEST SIDE PEOPLE HEAR SUBSIDY CASE

Every resident of the West side is invited and urged to attend the meet: ing- of the West Side Improvement association at the Baxter ward school building Friday night, when discussion of the proposed traction subsidy will be made. A committee of A. M. Gardner, Richard Sedgwick and N. C. Heironimus will ascertain the attitude of west siders toward the proposed subsidy. The meeting will be calleu at 7:30 o'clock.

Ascertaining that clean living and wholesome habits alone would tend toward the proper development of the high school athlete and that cigaret smokers . and those who kept late hours stood little show in strenuous basketball competition, Principal Pickell, speaking before the students at high school chapf this morning intimated that certain students might show improvement in habits of living. Principal Pickell referred to the recent basketball tournament, where physical condition and stamina was shown to be a necessary element in the winning of games. He cited the instance of certain teams which shewed more stamina and lasting powers than others. In commenting on the recent organization of the "Come-back" association Principal Pickell expressed himself as heartily favoring the idea and purpose of the new organization.

LEGISLATURE ADJOURNED.

FRANKFORT, Ky., March 16. The Kentucky legislature adjourned today after the most turbulent session in the history of the state. The state militia was brought up to the standard of the regular army in a late bill.

BUILDING FUND GROWS SLOWLY

Without organized 'effort to increase the building fund of Grace Methodist church, which was started several months ago by a liberal unsolicited gift, several subscriptions have been made by members of the congregation. A systematic building campaign will not be ' undertaken at once although the Rev. TJ. S. A. Bridge, pastor, said today, the membership felt the need of a new structure before much time had elapsed. v - , '

THAWS KILL WHEAT: HIGH PRICES AHEAD

Little , wheat has survived the severe freezes and thaws of the winter, according to farmers In the northeastern part of the county. Not more than one field in ten they say will do to let stand. The rest will have to be plowed under and sown with corn or oats. Tops of the grain are dead. It is doubtful if the roots have survived. If they had the crop would be short and would be set back. Indications are that the wheat crop will be short, while acreage of corn and oats will be far above the average. Fanners already are predicting high wheat and flour next winter.
