Fricker 137 EXPECT COUNTY TO EXONERATE JOHN MUELLER County commissioners closed the hearing which has been in progress in commissioners' court room during the past week as an inquiry into the integrity aud ability of John W. Mueller, bridge engineer, whose work was criticized by County Surveyor Peajcock. The latter desires to have all the bridge work in Wayne county go through the surveyor's office. Thursday afternoon, the commissioners heard the testimony of Mueller in which he denied all the charges made by Peacock, and asserted that the complaint that has been made of his work in this county comes from trouble he has had with the National Bridge company and other contracting firms that are alleged to be connected with this company. At 3 o'clock the commissioners went into executive session and reported that a finding will be returned next Saturday. Attorney Hoelscher was instructed to prepare a finding in the matter, but it could not be learned what definite decision has been made by the commissioners. The commissioners intimated Thursday afternoon that they will completely exonerate Mueller of the charges made against him by Peacock, and will appoint him as special bridge engineer for the south side bridge. MISS COLBY IS DEAD NEW PARIS, O., March 10. Word has been received here of the death of Miss Florence Colby, formerly a well known resident of this community. She died after an illness of grip in Independence, Missouri, and the body will be brought here Saturday for burial. She was the daughter of Mr. and Mrs. Grant Colby who moved from here to Independence four years ago. - The body of Miss Colby - will be taken, to the borne of Mrs. Lucy Hutton, of New Paris, where services will be held. PORTUGUESE GALL RESERVES TO ARMS LISBON, March. 10 All Portuguese reservists, military and naval, were called to the colors today. Germany's declaration of war has caused no ex citement in the republic. General sympathy has been with the Allies ever since the European struggle began. . It Is expected that Portuguese troops will take an . active part in military operations. TUBERCULOSIS FOES TO DISCUSS NURSE The Wayne County Anti-Tuberculosis society will hold a meeting Tuesday evening in the Commercial club rooms for the purpose of determining what future action will be taken in regard to the employment of a visiting nurse. AUTO STRIKES FOX. LAWRENCE BURG, Ind., March 10. A fox, carrying a big fat hen in his teeth, ran directly in front of the automobile driven by Charles L. Nowlin, a farmer. The fox was instantly killed. BRITISH DESTROYER AND TORPEDO BOAT DESTROYED BY MINE
LONDON, March 10. The British destroyer Coquette and torpedo boat No. 11 have been sunk by mines,- the admiralty announced today. Four officers and forty-one men are missing, and it is believed they perished. RAILROADERS ASK EIGHT HOUR DAY CHICAGO, March. 10. Officials of ; the four railroad brotherhoods were j prepared today to present demands for an eight-hour day, and time and onehalf for overtime, following the, announcement of the result of the voting of 300,000 members of their organizations. . The result of the vote showed the men overwhelmingly in favor of pressing these demands. The men's proposition will be forwarded to the railroad managers within the next ten days, and,' it is understood, the railroads will be given .thirty days in which to reply. COUNTRY CLUB PLANS OPENING OF NEW HOME St. Patrick's Day, Friday, March 17, has been set for the formal opening of the new $15,000 Richmond Country Club house by the committee, and arrangements are gradually nearing completion for the event. Details of the program for the reception will not be finished until the middle of next week. Several hundred invitations will be mailed to guests for the occasion, which it is planned to make one of the most elaborate events of the social season. A reception will be held from 2 o'clock until 4 o'clock, and a ball in the evening beginning at 8 o'clock The club house is now finished in every detail, including construction, furnishings and decorations. CLUB TAKES UP SUBSIDY. The traction subsidy question will be brought before the meeting of the Richmond Commercial club Monday evening. bavis says HIGHER GAS IS HOLDUP
"The sixty cent gas rate proposed by the Light, Heat & Power company, if accepted by the city, would constitute an absolute hold up," President Bavis of the board of public works said today. "Under a sixty cent rate the large consumers would contribute, proportionately less to the company's revenue than the small consumers. In other words it would be up to the small consumers to foot the bill." At a conference of city officials today it was decided to make no further efforts to negotiate with the Light, Heat & Power company for a compromise gas rate. It will be left to the state commission to establish rates. Board Rejects Schedule. The company yesterday proposed a sliding rate schedule with a maximum of 60 cents. This was rejected by the board of public works almost without discussion. The city might have listened to a compromise schedule providing a ten cent rate Increase for each classification of consumers, but the company would not hear to such a proposal. "We believe the company is not entitled to more than a ten cent rate increase, if it is entitled to any at all," President Bavis said today. "Last year the company's approximate output was 300,000,000 cubic feet of gas. On the same output a ten cent increase would yield the company 130,000 additional revenue or a total income of $40,000 because the company's net income last year under existing rates was $10,000. Says Valuation High. "The company claims a valuation of $400,000 for its gas property. We claim this valuation is not in excess of $350,000. But suppose a $400,000 valuation-, was established and the commission decided that the company was entitled to earn six per cent on this valuation and two per cent for a depreciation fund. That would yield the company approximately $32,000 per annum, or $2,000 more than provided by a ten cent rate increase. Perhaps the commission might provide seven per cent earnings and three per cent for depreciation, and it is almost certain it will not go higher than this, then the company would have an income of $40,000 per year on the valuation it claims for its property. "The company could also earn considerably more if it curtailed its operating expenses. Last year, the company's books show 91 per cent of the gross income was used to meet the cost of operation. That is ridiculous." PLAN CHECKER MEET. Arrangements are being made by the social work committee of the Y. M. CA; for holding of a checker tournament at the association building on Friday, March 17. The committee of which Ed Morgan is chairman, is also planning to increase the number of shop meetings held each week. PRECINCT COMMITTEE LEADERS TO CONVENE
All the newly elected Republican precinct committeemen will meet in the court room Saturday afternoon at 1 o'clock for the purpose of organizing a county committee and elected delegates to the district convention. ' '' ' Twenty-fourth Precinct," Richmond Roy Hollopeter defeated Archibald Price. WEST RICHMOND FRIENDS EXTEND CALL TO PASTOR A letter of invitation to Rev. Charles M. , Woodman of the Friends clmrch of Portland, Maine, to accept the pastorate of the West Richmond Friends church has been dispatched as a result of the monthly meeting of that congregation last night. Negotiations have been under way for the past six weeks and indications are favorable to Rev. Mr. Woodman's acceptance of the vacancy here. He plans to make, a personal investigation of conditions here before definitely deciding to take up his permanent residence in Richmond. He will preach at the Sunday services on March 19. ' - . The meeting last night In Its business session adopted the budget system for its expenses and also a bookkeeping system. The matter of the budget is in the hands of a committee of which N. C. Heironimus is treasurer. It is understood the budget will call for about $3,000. Clerk E. P. Trueblood presided at the meeting which was attended by about fifty members of the congregation.
