The United States public health service has
published the following bulletin on pneumonia:
Ten per cent of-the deaths in the United 'states result from pneumonia. It is estimated that during the past thirty days this rate has
been doubled in some sections. Tuberculosis and
heart disease, each causing one-ninth of all fatalities, are the only diseases which outrank pneumonia among the legion of the men of death, but in certain cities pneumonia is steadily increasing and even has surpassed the mortality from tuberculosis. Seventy per cent of all cases occur between December and May. It is distinctly a cold weather infection, seemingly brought by wintry blasts, but especially prevalent during the winter season only because its victims are rendered more susceptible at that time by exposure, debilitating influences and the presence of predisposing infections. v The presence of other diseases is the great ; predisposing cause of pneumonia. They prepare , the soil for invasion. Holding first rank in this category is influenza, the increased incidence of pneumonia at this time being largely due to the present epidemic of la grippe. Individuals suffering from this infection are peculiarly susceptible to ; respiration complications and should properly observe every hygienic rilled Inflammation of the upper air passages, pharyngitis, bronchitis, and tonsillitis, often predispose to the development of the disease, particularly among the aged and infirm. Exhausting disease of whatever nature, is often sufficient to so reduce our resistance that we are unable to cope with organisms which should be easily overcome, and hence predisposes to the infection. ' Among the debilitating influences must be mentioned cold, exposure to penetrating winds, and the chilling of body surfaces as a result of wetting. The combination of lack of food and fatigue proves particularly disastrous during the winter season and is a condition to be avoided
whenever possible. Bad housing, mental

physical harrassment, and overwork are alike the advance agents of the infection. Overcrowding, in street cars, theatres, and other public places, is unquestionaETy in part responsible for the 'spread of pneumonia in cities, as far greater opportunity is thus offered for the .dissemination of the predisposing diseases through indiscriminate coughing and other means of droplet infec
tion, as well as the directly injurious effects which inevitably result from exposure to such environment. The overheating of rooms is also seemingly harmful. Promiscuous expectoration may be, and probably is, a factor in infection and consequently should be avoided by every citizen. A remaining most important agent should be mentioned, alcohol. It is in truth the handmaiden of pneumonia, and there is none more certain or more sure of success, especially if liberally and continuously used. $9! ,250,000 Loss a Year From Rats. New York city loses $91,250,000 a year from the damage done by a rat population of 2,500,000, according to figures given out by Dr. Victor Heiser, director of the international health commission. He is advocating a rat campaign to exterminate the pest. , Granted that a rat commits ten cents worth of damage a day in collecting its food, it is easy to understand how thousands of dollars are lost annually in Richmond by this pest. . The material damage done by the rodent is insignificant, however, in comparison with its menace as a purveyor of disease. A wholesale extermination of rats would mean dollars to residents of Richmond.

Sound Advice. Greatness and wisdom is not restricted to the learned and prominent. Often a humble citizen adopts principles of life and views on municipal affairs that are "worthy of commendation and emulation, i Harman Swicker has grown old in Richmond. He was one of the founders of the South Side Improvement association. The other evening he gave expression to the following sentiments which are worth while remembering : The city can succeed only if air of us are friends and neighbors. You cannot do anything great by slamming each other, you've got to get together. If you can help do anything good for the city, for God's sake do it. Don't be a partisan member of an organization, but be public spirited. . To advance the city's interests, all civic organizations must get together. Concerted work brings results; petty interests bring discord.
NEW TYPE RAIDERS DESTROYS SHIPPING
NORFOLK, Va., Feb. 4. While officials were working today to unravel the international red tape which followed the arrival here of the Appam, in charge of a German prize crew, the vessel was taken to Newport News for the disembarkation of her passengers. ; Interest In the capture of the Appam is heightened by the possibility of Germany's renewal of warfare on the high seas against British commerce. Nameless, alone and desperate, a new type of commerce raider is now at sea under the German flag. A mysterious type of ship, peculiarly adapted to the duty of destroying merchantmen, has been evolved by German genius and has been turned i loose to harrass the commerce of the ' allies. Prince von Hatzfeldt, counsellor to the German embassy, admitted today ! that; Germany Is determined to , challenge England's boast of domination of the seas.

The case will be brought to issue and the date set for trial. Ireton was Injured when he fell from a wooden ladder while working as a carpenter on coaches standing the yards. "Germany is prepared to continue her warfare upon the high seas," declared Prince von Hatzfeldt. "But we must keep our military secrets. I can not make known the type of ship that captured the Appam. I can not say what armament she bore. .1 can not tell where she came from nor from what base she operates. But she exists. That is proved." Passengers on the Appam, some of whom spent several days upon the German raider which captured her, declare she is a new and. unique type of sea craft. According to their stories the raider, under the heavy and lumbering exterior of a sea tramp, was speedy and durable. She was armed with at least six six-inch guns and equipped with two torpedo tubes. The seamen on "the raider were not of the merchantmen type. They were well disciplind and experienced seamen of the : kind one finds in any of the first-class navies of the world. .

IB POUNDS OF BLOOD is the average quantity in a healthy adult, but it is the quality of the blood that determines our strength to resist sickness. With weak blood we find cold hands and chilly feet; in children an aversion to study, and in adults rheumatic tendencies. In changing seasons get abundant fresh air and take a spoonful of Scott's Emulsion after meals, because Scott's Emulsion is a rich blood-food that will increase both quantity and quality of the blood while it warms the body and helps carry off the impurities. When multitudes of people are today taking Scott's Emulsion to avert winter sickness, and are giving it to their children, it is careless to neglect its benefits. Look out for substitutes.
