have the oity council pass ordinances to this effect. The entire reduction, however, hinges on the motorization. When Richmond is placed In Class 2 the rates will be 13 per cent lower ob business property and 8 per cent lower on merchandise. In event the city officials agree to motorize the fire denartment. Mr. Sellers writes
that the bureau desires to discuss the location of men and apparatus In the various fire departments. Secretary Haas of the Commercial club, will in-; form Mr. Sellers -, that the terms he proposes .are acceptable and. that the survey Of, the city should be delayed until the board of works takes definite action on motorization of the department. The new rates will not take effect until the fire fighting apparatus is installed, according to Mr. Sellers letter. - .v. The proposal on the part of a number of business men to join mutual in. surance companies, who offer lower rates than the old line companies, will probably be abandoned with the hope of receiving the reduction as promised by Mr. Sellers. Several merchants, however, have Joined the mutual com. panies. believing that the tight to reduce the local rates would be futile. NO WHITE CHRISTMAS SAYS WEATHER MAN "The prospects for a ' white Christmas went glimmering this afternoon with the announcement of the weather man that a heavy snow cannot be expected to reach Richmond before Saturday night. His predictions this afternoon were that the snow which began falling about noon will turn into rain late this afternoon. ,' Tftmrtrrow snow flurries can be ex pected, bat the temperature will not be low enough to prevent it turning into rain before the day is 6ver. "At least there won't be enough snow to have any sleighing," said Wi E. Moore, weather forecaster. "There probably will be as much rain as snow." ' I am convinced that if the purchase price for the electric plant had been satisfactory to the company the demand for a gas rata increase would never have been made. Dissatisfied with the verv fair purchase valuation the commission has established for its electric utility, the company now seeks to poison the minds of the citizen ot Richmond against the proposed purchase by asking exhorbltant gas rates as additional compensation to the company for getting out of the local electric service field. - "I believe the company is entitled to a small increase in its gas rates, but if the company instists upon an outrageous increase, then the city is prepared to offer competition to the company's gas business. WELL MAKE RATES FOR ELECTRIC POWER SO LOW THAT THE
RICHMOND HOUSE , WIVES WILL NOT BE -ABLE TO AFFORD GAS rUK COOKING PURPOSES. Bavia Justifies Course. C"If the city t justified in offering preferential power rates for current produced during the off peak period of each day. the daylight hours, then the city would be. justified in going before .the commission with a. demand for the establishment of an off peak rate, which would induce householders to use electric power tn their cooking ranges instead Of gas " The united Gas and Electric company Is depending unOn. a 8800.000 bond issue' for its Richmond properties. Authorised by the commission two years ago, as tbe-lever -wtth-whieh to pry out of the commission an order in compliance with its demand ter a 75 per cent gas rate increase. . It will be pointed out to the commission by counsel for the corporation that if the city takes over, its local electric service business tor $100,000, that after this sum has been applied to the bonded indebtedness, of its local properties there will still be a $700,ooo bond burden to be carried alone by the gas utility. It will be. shown that this gas utility has been operated at a great loss and that it will be absolutely impossible for it to assume the additional . indebtedness, at the earnings of the gas utility, under existing rates would not be sufficient to pay interest either on the bonds or the investment. t , Relies on Commission. It will also be argued that as the 2900,000 bond issue was disposed of on the guarantee Of the commission that the assets of the corporation's Richmond properties were of an amount sufficient to secure the bonded indebtedness in full, and that, in consequence, the commission is obliGlass of Hot Water Before Breakfast a Splendid Habit Open eluices'of the system sssh morning and wash sway the poisonous, stagnant matter. Those of us who are accustomed to feel dull and heavy when we arise; splitting headache, stuffy from u cold, foul tongue, nasty breath, acid stomach, lame back, can, Instead, both look and feel as fresh as a daisy always by washing the poisons and toxins from the body with phosphated hot water each morning. We should drink before breakfast, a glass Of real hot water, with a teaspoonful of limestone phosphate in it to flush from the stomach, liver, kidneys and ten yards of bowels the previous day's Indigestible waste, sour bile end poisonous toxins; thus cleansing, sweetening and purifying the entire alimentary tract before putting more food into the stomach. The action Of limestone phosphate and hot water on an ..empty stomach is wonderfully Invigorating. It cleans out all the sour fermentations, gases; waste and acidity and gives one a splendid appetite tor breakfast and it is said to be but a little while uil the roses begin to appear in the cheeks. A Quarter pound of limestone phosphate will cost very little at the drug store, but IS Sufficient to make anyone who is bothered with biliousness, constipation, stomach trouble or rheumatism a real enthusiasts on the subject of internal sanitation.
