WASHINGTON, Dec. 20. A warning to the United States not to permit the pressing need for national preparedness legislation of a "dramatic" sort to retard the development of our own country was spoken by Secretary of the Interior Franklin K. Lane in his annual report to the president of the United Statesr 'i? -;-. "In, presentjag. an - outline,. f-be year's work I make bold to express the hope that no other policies of this government may be allowed to stay the internal development of this country," says Secretary Lane. "There is a fear, how general I don't know; that this government will halt in carrying out its full and needed program of legislation affecting home; affairs because of the immediate need ' for strengthening our national defenses, This apprehension arises, I am confident, out of no lack of sympathy i with the plan to Increase the army find navy, but out of "a feelinc that the government in both executive- and legislative branches will be , so - Inv

NEW YORKERS HAPPY OVER XMAS ADVENT

BY GOTHAM KNICKERBOCKER. NEW YORK, Dec. 20. This Is a merry Christmas indeed for New York. One year ago 200,000 workers of the big cities were out of Jobs. There wasufferlngiin'many hftpev Public and piwateH?hilanthropy--wes taxed. The I. W. V. found a fertile field for demonstrations. The business man was chary of his gifts and the ' average father of a family shut his lips firmly when approached . on the subject of yuletide allowances. What a change. . . . . ! Take a walk through the great department stores. You will walk indeed, and walk very slowly, too. The crowds are like the throngs about the free side show at a circus. Purchasers from the beautiful things piled high on the tables find it difficult to get a clerk to wait on them without a long delay. ' . . Prices of everything are high, another sign of good times. No need of bargain sales when the difficulty is only in handling the business. Instead of details of comparative prices, some of the stores simply print full page and "double truck" ornamental advertisements In the newspapers. The newspapers in some cases -are printing the largest issues of their, careers. One daily has Just printed the largest regular edition ever published in the United States. Buy, buy, buy. say the newsstands, but the hurrying mob is too busy doing Just that thing to notice. The post offices are performing herculean tasks. The parcel post departments are grappling with a vast problem. The money order clerks are dispatching tens of millions of dollars in Christmas gifts to the "old folks" back across the Atlantic in warsaddened Europe. ' In the big hotels rooms are scarce and dining halls are aglow with a ppirit of affluence. Leadership in the spending is claimed by the numerous army of "war babies." This name was first given to kiting munition stocks and has been conferred on their favorites, the tens of thousands who have grown rich through speculation in war securities. Their name is legion and they are a different class from the utual stock market, winners. The public 's a bull. ,ThIs time the public was right again, and again right. Fortunes were made by the lambs who never won anything before, and were always considered the legitimate prey of the professional wolves of Wall street. . ? - i
