RAILROADS HOLD UP INCREASE IN RATES

j The railroads which proposed to increase freight rates in the Btate have suspended the order until April ;15, 1916, and the state railroad comiiission postponed the hearing until a l iter date. The hearing was to have lepn held December 20, and Richi.tond shippers were to be represented ty a communication from the Commercial club through its railroad comiaitt.ee. ' The railroads had proposed to increase rates on hauling coal from Indiana fields five cents a ton. This inrrease was opposed by Richmond s hippers as well as the' general increase that had been announced.

An appeal has been issued by Mrs. Millard Warfel. head of the committee in charge of the Penny club dinner, Dec. 29, for all children in the city who have toys that they dd not care to keep, to bring them to the Social

Service Bureau headquarters In the

Masonic building. These toys will be distributed among the poor children attending the annual Christmas dinner.

The children of the St Paul's Episcopal Sunday school have started the movement and next Sunday; morning all the children have been asked to

dren in our Sunday school , next Sunday," said Rev. J. S. Ligbtbourn. "We are planning to give a Christmas party for the children later on but at the present time the children wilL merely

Lying prostrate from the effects of a stroke of paralysis, William Clayton, more than 75, was found Thursday morning in his home by neighbors who went to call upon him. His speech is effected, but his condition is said not to be regarded serious. Mr. Clayton was injured a few days ago when he fell and friends who called upon him Thursday were interested in his welfare.
