PRIVATE GUARDS INCITE RIOTING DECLARES WILSON
WASHINGTON, Dec. 16. The passing of 'laws -that will prevent the transportation of armed guards or 3rivate police from one state to another by either strikers or employers fa urged on congress by Secretary of Jjabor Wilson in his third annual re-3-ort today. The secretary Bees in the e nactment of such legislation a great tep taken toward the elimination of i iolence and bitterness from labor dlsVutes. Ways and means of getting the Jobless to the Job is another great problem before the , department, he said. ?o facilitate this, Secretary Wilson advises that power be invested in the Interstate Commerce Commission to : uthorize special rates on railroads l or such purposes. Other pressing needs meriting the s.ttention of Congress, Secretary Wilson lists as follows: Minimizing the unnecessary hardship which injured federal employes have to go through before obtaining Tedress. Necessity for some steps to be 'taken ' prohibiting aliens voting for hederal officers. The , European war has altered the klepartment's status as a revenue producer, through the tremenduous decrease in head-tax receipts from incoming aliens under the provisions of ihe Immigration law, the secretary reTiorted. This falling off has placed i he department on the debit side of Uncle Sam's ledger.

Nativity Play Shows Christmas Spirit
Beautiful music and scenic effects will be features of the "Weihnachts-
spiel ", or Christmas pjay to be given next Friday evening, Dec. 17 at 8 o'clock In Llndley Hall, Earlham college, by the German department of the college, assisted by the musical department. The play will be repeated at 8 o'clock, Saturday evening, Dec. 18 in the auditorium of the high school for the benefit of the North Fourteenth Street Mission. This is an interesting and beautiful type of Christian entertainment. It affords an opportunity rarely given Richmond people of seeing a Krippenspiel. that is, a nativity play of the medieval mystery type, named from the "Krippe"-or manger of the inn stable at Bethlehem. This "Krippenspiel" Is based upon two very early Bavarian and Tyrolean nativity plays and retains much of the naive reverence of the originals In the religious elements to which were

Bernhard ' Stavenhagen, wrote the music especially for this play, which fact is sufficient guarantee of its excellence.
