RATE INCREASE I IS GRANTED ON
SHIPPING STOCK
WASHINGTON, Dec. 13. The rate increases granted the railroads by today's orders are estimated to add anywhere from $1,000,000 to $1,500,000 In jjnnual revenues to the carriers' accounts. The commission's order- becomes effective January 13, 1916. The increases are granted on all live stock except horses and mules and packing house products in the territory east of the Mississippi, north of the Ohio and West of Pittsburg. Certain increases on live cattle and packing house products from the middle west to England points are justified. Increases on bogs and sheep between points east of the Mississippi and north of the Ohio are justified. Some of the proposals of the railroads to Increase the number of pounds to . be carried at a cardload rate are declared justified and others not. The carriers' proposal to receive increased rates on live stock from the eastern territory to points west of the Mississippi was rejected. Among the reasons for permitting the increase to become effective are the high cost of carrying live stock
Incident to the feeding, watering, disinfecting pens, detaining cars at terminals to permit inspection and switching. Today's decision also adjusts some inconsistencies which the commission has found.

TURPIN IS INJURED BY FALLING ON ICE
Thomas E. Turpin, 60 years old, was found by the police at the west end of the Main street bridge Saturday night short after 7 o'clock in an unconscious condition, and was taken to Reid Memorial hospital in an ambulance. Dr. W. Grant Huffman found that Turpin was suffering from concussion of the brain due to. a fall on the icy sidewalk. While it is thought that bis condition is improved, Turpin has not regained consciousness. The attending physicians anticipate his recovery, but his age is against him, and it will be some time before he is able to leave the hospital.

At the present time the minimum power charge is one and a half cent per k. w. hour. This proposed preferential schedule would only be economical to poTer consumers using 4,000 or more k. w. ):er month, factories which continuously operate electrical machinery during a working day of at least nine
hours. To power users which operate "'fttileal equipment only brief periods during the day, a newspaper Want, for example, the proposed preferential rate would provide no economical advantage. , Other Big Users. It is stated that there are now at least ten factories which use as much power current as the four concerns which have been receiving the special rate from the L., H. and P. for the past year, and, Superintendent Kleinknecht of the city plant, contends its uniform application In Richmond would probably induce several other plants, now depending mostly upon steam, 'to use electric power exclusively. "The city can afford to offer these large power users this preferential rat.? Klelnknecht said today. "These plants operate practically alll the time during the off peak period at the two local electric plants. If we do not have this business during the off peak period a good part of our equipment stands idle. Now if the volume of the plant's business during the off peak period can be increased then the cost of production is reduced." A year ago the commission authorised the L., H. and P. to offer a preferential rate to out of town patrons of that company, and, incidentally, told the company it could also offer the same rate within the city. The company promptly contracted with four large power consumers. The city protested and the commission announced that it would rescind its order. However, the order has never been rescinded, so the city is now asking that it be permitted to share with the L., H. qnd P. the benefits of the preferential rat.
