Answers Queries. Mr. Garrison makes this plain statement after discussing the prospects of raising a reserve army of 400,000 men through voluntary enlistment; "With respect to the annual installments of 183,000 men for the Continental Army," ssys the Secretary of War, "the question undoubtedly will be frequently asked. Can they be secured? Will you get the men? Nobody knows; but this does not in any way alter the course which we should pursue. With respect to : the Continental force the most favorable conditions will be provided for the citizens to enter its service. The minimum of time will be required, the maximum of compensation will be provided; and if the volition of the citizen does not result in the securing of the needed number, there will be a complete demonstration of the inability of any volunteer sysjtem to produce results." These declarations on the part of Secretary Garrison , must Inevitably have the effect of throwing a bomb , Into the camp of Mr. Bryan and those who assert that lack of military pre- . paredness in itself makes the United States immune from foreign attack. Anticipating the antagonism of the pacificists, Mr. Garrison devotes a large part of bis report to meeting the arguments which be says. will be advanced against his policies. The details of the Garrison, military program previously have been made public Briefly the plan call3 for the
increase of the regular army to 141,000 officers and men. " A reserve to be known as the "Continental Army" would be raised in three installments of 133,000 men each.: These reservists would serve six years,: three the first with the colors,;; during whiph they would receive annual intensive training in field camps. With the plan in complete operation the Continental Army would always; comprise 400,000 men with the colors." The regular army of 141,000 and a national guard of 129,000 more would bring the entire military forces up to 70.000. As previously disclosed by Secretary Garrison, bis plan when in complete operation at the end of four years would call for an annual expenditure of $182,000,000. Hands Bryan a Jolt, Mr. Bryan's opposition to military force receives this Jolt In almost the opening paragraph of Secretary Garrison's report: "The necessity of a national having a force commensurate with its responsibility is demonstrated by every cor

day afternoon at 1:30 o'clock at the home of Mr. and Mrs. Ed Dlninger,
Main and Maple streets. .The services were conducted by the Rev. J..C. Shaw of St. Paul's M. E. church, under the direction of the Masonic lodge. Burial in Mound Hill cemetery. MARGARET BOSTWICK. EATON Mrs. Margaret Bostwick, 68, wife of William Bostwick, died Thursday evening at her home on East Decatur street. She bad been ill a long time, a sufferer from the effects of a complication of diseases. Besides her husband she is survived by two brothers, Robert Huls, George Huls and Mrs. Frank Nease of Hamilton, and Mrs. Charles Brown of this city. Clem Bostwick, a nephew, resides in the Bostwick home. Arrangements for funeral services have not been made.
