Ohio, In a speech . last night which detailed municipal progress in this country during the last decade. . After the war is over," said Mr. Foulke, "whoever wins, there is bound to be an enlargement of the powers of government verywher and greater control of the personal conduct by the collective action of the people. "For whether Germany wins or is overcome by the greatly superior numbers and resources of her adversaries, the demonstration of her superior efflency Is very clear. We must reconcile this efficiency with our Ideals of democracy. Our primary duty is to infuse into our democracy, a stronger spirit of co-operation and helpfulness for the general welfare." . The speech delivered by Mr. Foulke was his valedictory. He paid a tribute to the co-operation which has been shown in the league meetings. Jealousies and personalities had ' been lacking during his six terms as president, he said. In announcing his re

tirement, the president endorsed the

selection of Lawson Purdy or New York, as his successor. Purdy will Drobablv be named head of the
