While the original cost of construction such streets will be a little more than the cost of unbound macadam streets the new street making system will be a saving in the long run because or the great increased length of service. City Wastes Money. ' It has been estimated that during the past ten years the city of RichI mond has expended out of the public ! funds 1150,000 for the construction of , macadam streets and at the present time the city has nothing to show for such expenditures. "To continue such a policy would be 'nothing short of a criminal waste of public monies," Mr. Bavls declared today. . ' Under the new system the city is to employ in making residential district 'streets there will be no greater expense to the city than has obtained in the past, but the benefited property owners will be called upon to contribute the additional cost of making the improvements. To place a tarvia binder in a macadam street, ' Engineer Charles estimated, would cost approximately 45 cents a running foot. This would mean an assessment of $18 against a property of average frontage, forty feet. Under the waiver plan a property owner could .take ten years in paying off the assessment if he so desired. In return for his money he would have a street in front of his home closely approaching the durability of a paved street and with the additional benefit of being almost dustiest. Street Proves Futility. rr-' The futility of constructing macadam streets without a binder has been evidenced in the case of West Fifth street, city officials point out. Eight blocks of that street were macadamised last summer without even an oil ' binder being provided. As a result that street at the present time is now considerably worn, especially near Richmond ave..,where wheel ruts and large holes appeared-within two months after the improvement had been completed. South Sixth street below A street, macadamized a year ago, is now in almost as bad shape as before the improvement was made. It costs 489 a square to macadamize a street without a binder, and the city receives no return on the investment. . '. This afternoon several city officials went to Eaton to Inspect a tarvialzed macadam road being constructed out of that town.

The Hasemeier-Bentlage case, in which the Jury disagreed after a trial lasting three weeks and a half, cost the taxpayers of the county $948.90, according to a statement of County Clerk Kelly today. The only cost of the trial which Is charged against the litigants, which will be paid as soon as the case is settled amounts to $88.70, outside of the attorneys' fees. The following costs of the trial will be paid by the -county: Jury fees and per diem $628.15 Special Judge 100.00 Other court officials 198.00 Meals for jurymen while deliberating 22.75 Total .$948.90. MOTE ENTERS SUIT TO TEST SECTION 10 OF PRIMARY MEASURE
INDIANAPOLIS, Nov. 11. Suit was filed in Marion circuit court today attacking the validity of section 10 of the Indiana primary law which requires that voter wishing to take part in the primary of that party shall have voted in 1914 for a majority of the candidates of the party with which he seeks to affiliate and that he shall swear that he intends to vote for the candidates of the same party in the ensuing electionWhile the suit was filed in the name of Carl O. Mote, a former Progressive, who asks for an injunction to prevent the operation of section 10, it is understood that the action taken is brought under the auspices of the Republican state central committee.
