v New York women should not be discouraged over the defeat of equal suffrage in the Empire state tei jTu8dsv Within, ten years, perhaps

less time, American women wiU be uponr the-same

polfti&l basis as arf the men in every state, even

in Indiana. ' ... ,

One good result from the New York elections

this week, however, was the overwhelming de

feat of the Root corporation constitution. The convention which framed the constitu

tion submitted to the voters of the Empire state

last Tuesday for;final decisionwas composed of

corporation lawyers and professional politicians,

both Republican and Democratic. It constituted an insult to the intelligence of the voters That the voters, took prompt advantage of ,the oppor

tunjtz tQ.reeent.the effort to reduce them to sub

grejafelffin

In reference to the defeat .of , suffrage for

women, tne JNew orK American comments: "To these conservative : Eastern , common wealths the proposition that women should en

joy equal political rights with men is novel and revolutionary. r a ri vs. f"VV I "TW West,? with'- its I broader outlook and greater freedom from antiquated' hobbles, long since accepted equal suffrage as the democratic ideal. Twelve Western States now grant full suffrage to women, and not in one .of them has. any proposition to repeal the suffrage law been agitated. "In most of these States woman won her rights only by repeated appeals to electorates composed wholly of men.' In the less radical States of the East the battle has been, and will

ha- harder. In New York. irticuiirhr. a cttaM

part of the electorate is almost unreachable by

suffrage Bpeakers, and whouy jrapre&wie to suffrage jo&ument. -- : , 'The plisht f the: suffrage champion appeal

mg to the great mass of newly quaiwiefli vojera, to whom any elevation of -women io-politicai equality is a-thing unthinkable, was -obviously a desperate onr. ;i '

.'That the vote for. the amendment in New York was as great as it now appears is a tribute

at once to the merit of the women's cause and to

the . tact and political skill with - which they urged it.' . '. ' , : 1'lt should be the pride of American suf frsv

Oists that their eampaigh has been urged without

recourse to any or tne raetnoaa or vfnsationaiism which brought the Ush:'suffgetteVtf ihte international disfavor.! Proper t publicity , and

earnest argument have been the American suffragists' weapons, and they have wielded them in such fashion that their foes may dread the outcome of. the aext struggle. . "The suffrage revolution has begun,, and will

not turn backward."

Health and Crime That much crime and delinquency have their foundation in ill health and disease, is now an acknowledged fact. It was Muensterberg who said, 'Hygiene can prevent more crime than any law.' The state board of health adopts this statement as a proved" fact and is promulgating it vigorously. One of the charts in the health exhibit in Richmond, a cut of which .was printed in The Palladium, Tuesday, the picture of the man be-
