Even then we had- our problems of the 'unfortunates, the feeble'mlnded; the sick and the shiftless, 'which problems were by common consent the-chief concern of our village angel Aunt Betty. But' our- -population gradually increased until ve became a full fledged city. For. years now the emphasis has been put chiefly upon industrial and commercial development. Competition became so keen in bringing about this j development that the human element i received Tnil scant recognition. Aunt : Betty years a$o had'-been laid in her. grave, but the larger cities, too, had i ;its Aunt .Bettys, but they , were swallowed up in the- masses, and their kindly ministrations bad about as " much affect tip.op. the complex social 'conditions of the city as the proverbial broom had upon the ocean in sweeping back the waves. Then, here 'and" there persons with the sense of social responsibility quickened in them organized charitable societies, and some more good organizations and. some less good died because' those in charge were not successful financial . promoters, while other good organizations and others less, good survived because they were managed by resourceful financiers! In. making up the alleged . shortage, the accountant said, 'members, of the firm were assessed and that money was borrowed 'by H. C. Hasemeier, nersonallv. from one of the local
banks. "At this time, the president of the company paid $4,240, to be used as navment of overdue bills. On ac count of the.aesesment that was made against the stockholders, $2,100 was turned over to this, although the re mainder was placea to nis crean. -No Definite Explanation. Attorney Shiveley asked "the witness if there was any definite, explanation of this Item on the books of the company, and he said that there was not. According to the statement of the accountant, H.. C. Hasemeier withdrew from his salary ccmrt up until August 11, 1914, $5,379.63. - Although the reading of the overdrawn dividend accounts of H. C. Hasemeier had been revealed almost every year for the last seven-years, -an item of credit, explained as ."$120.10 interest," was shown in the books of 1914, and was nor explained further in the questioning of the defendant's attorneys. The plaintiff's attorneys, however, contend that re-examination will reveal that during the year 1914, the ; corporation was indebted-to H. C. Hasemeier,- personally, to . the extent of over $2,000, which accounts for the interest-entry. The entire time Friday was consumed in" a rigid cross-examination-of the plaintiff's witness, and indications point to a continuance of. the crossexamination at least a half day longer. them for the sake of the end namely, the keeping of their organization's head above wafer. Roughly speaking, there are three kinds of attempts being made in "different communities to accomplish this end..- These attempts at regulating the social service, work; are: briefly- as follows: - (a) The organisation of loose federation I among the -social service agencies through representative council and a registration. bureau ;,(b) a closer federation of the social, service agencies with the same features of the former, but including the, 'combined financial campaign .with a' central financial and - co-ordinating governing committee; (c) a public agency known as 'the county board of public welfare," which has charge of .all the relief and social welfare work. " "" I represent an organisation " of the second type a close federation of the social service agencies in the city of Richmond and in Wayne county. 'Four organisations. i were affiliated a' year ago upon the initiative of .the Commercial club, and- the Central Bureau for Charity and Social Service of Rich mond; Ind., was organized. - Later on the Wayne County - Anti-Tuberculosis society came in, which leaves but one local organization " unaffiliated.' During the year -the scope of the central bureau's activities has .been extended from the city to the county, and the organization's name has .been changes! to the Social Service Bureau of Wayne County, Indiana. The social service bureau became a county organization because in the matter of the care of dependents; defectives and delinquents .the county is a unit of control, and we must look for relief in these cases to the county authorities, while the smaller towns and country district round ' about dump their problems upon us. Whatever we may seek to remedy in the handling of these cases will affect all alike throughout the county, and it is of great advantage as a county organization to ral)y to our support .influential persons throughout the county who may be in agreement , with us that certain abuses should be stopped and that certain ... improvements should ' be brought " about in county mehtods . of treatment. Cost in Wayne County.' To take care of Wayne county dependents, defectives and delinquents costs $115,681.29 for one year. Dependents .......$ 37.972.62 Defectives 31,919.86 ; Delinquents 45,688.81 $115,581.29 Nobody had ever figured this out. It took a lot of time and a lot of figuring and digging to get at this information and to arrive at the total just mentioned. The first object of the social service bureau is to be a county bureau of information with reference to the abnormal classe of its own citizenship. -Then, the social service bureau exists for the purpose of preventing dependency, defectiveness and delinquency. While there is a lot of machinery, ' both'state' and county, there is hot a person, organization or public department with a; definite working program mapped out to do so. Our county commissioner asked the social atervlce bureau to ascertain for them the reasons why there should be such a large Increase in th number of - dependent ' children upon public support. ""Wermade our Investigation and learned that there- had been an increase of three hundred -per cent In a 'period of two- -fear,. that a number of children were paid for by the county' illegally, - that, a number of them should be returned -to their parents able to support them, and with the application of a little' care, supervision and work this number could be greatly, decreased. . Within . sixty days of - beginning : our investigation ' twothirds or. these children were - taken off - public ; support and reduced 1 the tax-rate one cent on the hundred dollars' taxable property with the, prospect of an additional reduction of one cent next 'year.- - : " ' ; " All Effort Represented. . ; - "Every social effort in. the county is represented on our Governing ' Com mittee and among - the paid worker. Public - and private relief and family rehabilitation work ; juvenile - court, probation and juvenile protective work; child .welfare, work; . school, at tendance,' school relief, child employ ment and social center work; : public health nursing, - anti-tuberculosis and hospital work; registration, investiga tion and survey -work. .. The result is that we have no isolated case-work, that' there is case-by-case co-operation, that we have a wealth of information at hand obtained in our various ca pacities with reference to not less than one-eighth of our city's families, and that. there is no-referring of cases to other societies with the hope and the prayer that something be done, and without speculation as to whether it will be done, by whom, and how and when and where. You may say that this Is possible only In smaller communities. I answer that every larger city is composed of smaller communities, call them neigh borhoods or districts, and that in each neighborhood can be established a dis trict social service bureau where every social service agent can act in various capacities and handle the various problems of v the family as they-present themselves. I believe that eventually we shall have public social service de partments as we ntrw have public edu cational departments, w-lth boards -of public welfare as we now have boards of education, and with district social service bureaus as we now have dis trict public schools, and that volunteer social workers will be as scarce as volunteer school teachers are scarce as hens' teeth today. Social work is an educational work, a dignified and highly specialized profession that should be thoroughly organized and should be completely divorced from the well-meaning sentimentalist, the sensational and theatrical reformer, the haphazard social gambler, the selfseeking exploiter and the self-sufficient mossback.
