DOARD IS EXPECTED TO PASS UP REQUEST FOR CLUSTER LIGHTS
It 1b understood that . Sniveler & Bhlveley, acting attorneys for the city of Richmond daring the absence of City Attorney Bond, have advised the hoard of public works that the law passed by the last legislature in regard to the installation of ornamental lighting systems is not applicable in Richmond because of a peculiar "joker," which provides that such systems cannot be Installed under , the law in cities where there are privately, owned utilities operating under indeterminate permits.. - This opinion coincides with that given by City Attorney Bond several weeks ago. It is probable that - the ,toard will refuse to act upon the petition filed yesterday for the installation of ornamental lights on Main ifrtreet between Seventh and Tenth 'streets and on Eighth street from f3outh A to North A street. ITALY TO SEND ARMY

PARIS, Oct. 14. Italy Is expected to send an army into the Balkans to help Servia. Premier VlYiani made official announcement to this effect in 'the senate today. , "I believe the allies count upon Italian co-operation in the .'Balkan campaign," declared the' premier who is also serving as foreign minister.

ATHENS, Oct. 14. Germany army officers are drilling 60,000 Turks at Jerusalem, according to information received here today. This is believed to be the nucleus of the Turkish army which will attempt to invade Egypt.
