Here is the plan of Villa and his followers to meet the recognition of Carranza as the head of the defacto government of Mexico. "We refuse to accept any offer of amnesty that does not carry with it equal recognition in the formation of the new government. "Maintain all positions now held without permitting undue sacrifice of men or munitions but withdrawing if necessary into Sonora to keep the opposing organization complete. "Take advantage of the expected mistakes of Carranza by aiding subordinate to organize a counter revolution." Wait and see what happens," said one of Villa's generals today. "Carranza and his followers will accept recognition after being told they could not - have it as a sign of weakness on the part -of the United States. Already along the border they declare that it was a threat that Texas could be invaded that caused the United tSates to change front. An embargo will not hurt Villa neither will it benefit Carranza." Obregon, field commander of the . Constitutionalist army, has reached here and will be the first to greet his leader, recognized by the Pan-American conference as head of the Mexican government. Gen. Obregon expressed his pleasure when he learned that the PanAmerican envoys had recognized Carranza's claims. "It is good to know they have. decided to recognize us. It will help the disintegration of the opposition. Villa's reign is ended but throughout the country are still many armed elements fighting against one another. Attorneys representing woman's organizations who led the fight for suffrage left early today for Springfield to oppose the motion on the ground that the law was upheld in a decision of the court and that the question, so far as constitutionality is concerned, is a closed one. Telegraphing from Rome, the correspondent of the Echo states he Is in a position to affirm that Roumanla has - positively - decided to intervene on the side of the entente allies, though the date when it will enter the war has not been- decided. This report indicates -the diplomatic conflict which apparently ended in a defeat" for the allies when Bulgaria cast her lot with Germany has not yet ended. The two hundred people driven out of their homes by the fire flocked over the road, some to Derbyline. others to Newport. Many women and children escaped from their beds barely in time. They wandered into Newport, after walking the nine miles In little more than their night clothing. FILE PETITIONS FOR CLUSTER LIGHTS Petition was filed with the board of works this afternoon by E. M. Haas. secretary of the Commercial club and Fred Krone, chairman of the civic improvement committee, asking the board for the right to install orna mental lights on Main street from Seventh to Tenth and . on Eighth street from South A to North A streets. The petition is signed by more than three-fourths ' of the prop erty owners on these streets and asks the city to pay the cost of upkeep providing the property owners pay for the lights and the installation. Petitions are being circulated for othar squares on Main street but they have not been completed. They will be submitted as soon as three-fourths of the property owners have signed. Policemen of Berkley, Cal., are to be required to attend the University of California. This will be the first col lege-bred police department in the country. The course of study Is in the relation of mental disease to crim inology, which study, it is thought will aid a policeman in sizing up his man.
