TOOLE REPLIES to cnnnfeES of IVOHlJS board

made a trip to Greenville in an effort to' hurry up shipments of gravel. We believe this trip has produced results. Be assured gentlemen the people of Fairvlew are not unmindful or -nnap-preclatlve of any effort that yon may put' forth to relieve the situation.; , Sincerely rours, ' , , ELMER E. TOWLE. EtaMr E. Towle- has presented the - following: Alfred Barta, - - ' ".- President Board of Works. Dear Sir: While the writer has no . desire to eater Into, a public controersy of any character, be feels that the charge of unfairness In reference to North A street should be answered. . The opening statement In which North A street was referred to was as follows: "The people of Falrrlew hare - the same right to expect that diligence will be observed by a contractor In completing a contract that the resldents of other-sections of the city have. For Instance, North A street." Is that : unfair, to ask that the same consideration be given one section of the city that ' la accorded another section? The work on North A -street . was pushed through with all possible - speed consistent .with good work. 'Any unnecessary delay In the 'work' would have meant unnecessary Inconvenience to that section of the city. Likewise, any unnecessary delay, in the work on Sheridan street will ' cause unnecessary Inconvenience to the people of , Falrvlew. Providing necessary , material for the construction of the street could have been and should have been . safeguarded on Sheridan street as It was on North A street The remainder of the statement in regard to North A street was as follows: Two days after a square of this street was completed It was opened to publio traffic. Yet "Falrvlew must wait ten days after the - contractor finishes the whole street" It is evident you failed to observe . the point which the writer endeavored to make in this statement, by confusing; It with his supposed Ignorance of the materials of which the two streets were made. The point is this. ' When a square of North A street was completed and hardened enough to stand ' public traffic, it - was - opened. ' Now, according to the writer's recollection of the city engineer's statement as given in the papers, it was as quoted above. That" Fairvlew must wait ten days after the whole street was completed before any of it would be opened to public traffic or street car service. We desire the same rule to be observed on Sheridan street that was observed on North A street. When a square of it is completed and hardened sufficiently, open it to public

traffic. We note that one short square on the south end of this street was opened to public traffic on Monday of this week. This - square has been , down at least twenty days, while the next square, as yet unopened, has been down more than ten days. In regard to street car traffic, you say that "the board of works feel it would be, strictly Improper to over-ride the judgment of the city engineer, and If his theory of vibration is correct, a little more patience and forbearance will mean added durability to the street." Do you have any doubts in regard to his theory of vibration? We note that city officials have
