SERMANY DENIES FRUSTRATING HALDANE'S PEACE MOVE IN 1912 iCaiser Tried to Meet Sir Edward Grey's Objections on Basis of Mutual Obligation to Remain Neutral if One Country Went to War.
BERLIN, Aug. 12. Fuel has been added to the Orrm fin-Lord Haldane flame by the North German Gazette, a Komi-officially inspired newspaper. Lord Haldane, the 'deposed lord high chancellor of Great Britain, has been under fire in his own country since the beginning of the war. The North German Gazette officially refutes Lord Haldane's assertion made iV.ur months ago concerning his visit tr Germany in 1912, that Germany frustrated his peace efforts In 1912 by refusing his offers. The real facts Know that Germany offered Jorms of arranging a neutrality treaty with England, trying to meet Sir Edward Grey's objections on a basis of mutual obligation to remain neutral, if the other party should be involved in war, and to endeavor to localize the conflict. Sir Edward Grey's Attitude. Sir Edward Grey stated absolutely, though in a vague and indistinct form, that. England would promise not to attack Germany without provocation. This promise not to attack Germany without provocation was considered .lo be understood, and only natural in .-arcs of mutual relations of civilized Sir l.dvnrd Grey refused to accept t'le rrldliion of a clause guaranteeing v. - -;rali!y because this endangered the Irtln:: 'friendship with others, and (i"c!iiHd to accept, the hand of friend;hh offered by Germany. German statesmen concluded that England had already joined the anti-German combination. The exchange of notes between Sir Edward Grey and M. Camton and the military conventions between England, France and Russia in November, 1012, supported this conviction. Germany's Proposal. Germany's first formula ran: Should one of the contracting partics become engaged in war with one or more powers, then the other contracting party shall adopt toward it at least a benevolent neutrality and exert every effort to localize the conflict. Great Britain declined this proposal as going too far. and made the following counter proposal: Great Britain shall make no unpro- . voked attack on Germany, and shall refrain Trom Rn aggressive policy with regard to Germany. An attack upon Germany forms the object of no treaty nor is one aimed at in any combination to which Great. Britain at present belongs: and Great Britain will not be a party to any agreement which aims at such an attack. This proposal (Adds the official note in the German paper) was acceptable to Germany: for the latter considered that apart from the elasticity of the term "unprovoked attack," it. was impossible that a mere promise that the other contracting party would not be attacked without, reason, and that no aggressive policy would bo directed against her should form the basis of a special treaty of friendship. Germany's second proposal put forward the following formula: Should one of the contracting par-' ties become involved in war with one or more powers, and it can not be .said that the contracting party is the aggressor, then the other contracting party will observe toward her at. least benevolent neutrality and strive to localize the conflict. Sir Edward Grey also rejected this proposal and made the following instead: Since both powers mutually desire to ensure peace and friendship among themselves, Great Britain declares that she will make no unprovoked attack ,on Germany and will not participate in such an-attack, and will also refrain from an aggressive policy against Germany. This sentence was to replace the first sentence of the previous proposal. Germany consented to discuss this proposal, but made further negotiations dependent upon Great Britain's assent to the following clause: Great Britain will naturally preserve benevolent neutrality in the event of war being forced on Germany. Sir Edward Grey, however, acting on the decision of the British cabinet, declined to go further than the proposed formula, basing his refusal on the fear of otherwise endangering the existing friendly relations of Great Britain with other powers.
