NEW TEACHERS WILL MAINTAIN SCHOOL RECORD Williams Believes Shake-Up in County Will Prove Spur to Increase of System's Efficiency. year," said Mr. Williams. "There is

- always a periodical upheaval in teachIng forces, occurring every three or ' four years. The schools have always passed safely through these transitory periods, and the high standard of efficiency which marks Wayne county schools above others in the state, has been maintained. The presence of Earlham college has made the county a training ground for teachers. There have been few cases of failures from the lists of those holding teachers' licenses in this county. This year not one of the changes was caused by incompetency. Trouble Blows Over. Incompetency charges were instituted in one' caBe and the teacher against whom the charges were preferred was immediately employed by the school board In a higher capacity. "I do not understand this action and I can not make an explanation," said Mr. Williams today. "I have been ready to try F. V. Kercheval, the Hagerstown principal, on the charge of incompetency and neglect placed against - him by Charles Woollard, superintendent of the Hagerstown schools, since the middle of May, and both men have retained attorneys to represent them. But the trial has been delayed for the purpose, I presume, to allow the matter to blow over. I know nothing of the re-employment of Mr. Kercheval in the position formerly held by Mr. Woollard." Mr. Williams said he has found in his administration of school affairs that the new teachers often develop into better instructors than the older one had been, due probably to the advanced training the teachers themselves received "Inexperience calls for . lower wages," said Mr. Williams. "That is the reason why salaries in so many cases will be lower next year. I do not believe it is the intent of the trustees to stint on school expenditures, but it is the natural result of employing new teachers." C. WHITE HAILED AS REAL FIGHTER

The pictures show the "Holland-9," the first successful submarine, being raised at the Laugue Island navy yard in Philadelphia, before going to the scrap heap. The Holland, which bore the name of its inventor made several successful trials in the Hackensack river and in the waters around League Island navy yard, about twenty years ago. It will be noticed that the under sea boat here pictured is much smaller than the craft of like type today, and very crude In appearance. The famous old boat finally sank after being discarded for the newer types and lay lor years, sub merbed and forgotten. Now it is destined for the scrap heap. The Holland was the first successful sugmarlne of the United States Navy and might be termed the father of Uncle Sam's submarine fleet. It was not until after the trials of the Holland that the European nations adopted the submarine as a war craft.

tomobile road to the summit of Pike's

peak will be a reality. Rights-of-way have been granted by the federal government through portions of the Pike national forest, and construction work is rapidly nearing completion.

and Manitou, and, follows the general

route of the old carriage road built in 1888, pronounced by William T. Sherman to be the most wonderful example of mountain road building he had ever seen.
