WANTS U. S. POLICY ON ALLIANCES PUT ASIDE FOR "PEACE"
' MOHONK LAKE, N. Y., May 21. The United States should not let its traditional policy of avoiding entangling alliances stand in the way of entering a league of nations to prevent war, Justice William A. Weir of the Superior Court, Province of Quebec, ;told the delegates to the conference on international arbitration here today. He said: "A notable characteristic Of the existing war is the importance attached by all the combatant nations to the good opinion of the people of these United States and is another evidence of the great influence which the mere existence of the democracy of America has exercised for over a century on the peoples of Europe. "The American Republic has traveled far since it received Washington's last message, warning it to avoid European alliances; and the conditions in Europe have also greatly changed since then. "New occasions make new duties. The United States signed the Hague conventions, notwithstanding Washington's message; and it is for the American people to say whether they are ready to propose, or accept membership in a league of progressive nations, whose aim shall be the prevention of war and the advancement of the welfare of the human race. "The time has come to curb the power of the great and mighty, the rich and powerful rulers of the earth and to seel: to hear the voice of God, the Father, in the murmurings of the vast multitudes of his cildren, our brothers."
AUCTIONEER OPENS COURSES TO TRAIN MEN FOR PROFESSION
A. O. Deering, auctioneer, South Seventh street, is making preparations :o establish a school of auctioneering in Richmond in June to Qualify young men to conduct efficiently that business. The school will be the first of its kind in Indiana. Practically all of the college trained auctioneers have studied in Chicago or Trenton, Mo. Mr. Deering la making arrangements to lease a large room over the First National Bank building. The room will be remodeled to suit the purposes and regular auction sales will be conducted to enable the students to obtain practical as well as theoretical knowledge. The services of a professor of a Chicago school of auctioneering will be secured during the term. A number of applications to enroll students have been received by Mr. Deering.
There have been many men, says Mr. Deering, who have failed in the auction business through lack of proper training and it is his purpose to
supply the demand for well-qualified and efficient auctioneers. A charter has been applied for through incorporating papers filed with the secretary of state through his attorney.

PROPOSE LUNCHROOM FOR SCHOOL BUILDING
Investigation is being made by Superintendent Giles of the city schools, and the members of the board of education, to ascertain conditions which will warrant the establishing of a lunch room in the high school building next year. The placing of a lunch room In the attic of the building during the summer would entail a cost of approximately a thousand dollars. The establishment of the lunch room has been suggested and will in all probability be acted upon - favorably. It will be Of much convenience to those students who reside a considerable distance from the school and who make four daily trips to and from their homes. Between three and four thousand dollars will be expended this year to
make improvements and repairs in the
school buildings. The memebrs or tne board of education will make a visit to each building next week.
