CZAR GOES TO FRONT. PETROGRAD, May 20 Russian troops are continuing their successes at both extremities of the SOO-mile front, extending from the Baltic sea to Bukowina. But their situation in Galicia is still critical. It was admitted at the war office that th:? Germans had effected a crossing f the San river and had captured positions on the east bank of the river, which they have fortified. The bombardment of Przemsyl is increasing in violence. Shells are falling ten miles from the center of the town. It shows that the Germans have advanced seven miles toward the main fortification in 4S hours. The arrival of Emperor Nicholas at the front has restored confidence that was rapidly disappearing. The Bourse Gazette eptimizes the general feeling as regards the Galician situation by saying, ' Steel will bend but never break. The Russians will prove worthy and valiant defenders." The attacks by the Austro-Goiru forces have prevented the Russians, though heavily reinforced, from taking the offensive. On the two hundred mile front from Opatow to Kolome the Teutonic: commanders have concentrated about 10 army corps, or 1,600,000 men.

"What was Mr. Bond's opinion in regard to the claim that the city having exercised its option on the L., H. & P. electric plant must purchase it after the price has been fixed by the state commission?" Mr. Bavis was asked. "The city is perfectly safe in that respect," he replied. "Mr. Bond will make public his opinion on that question in his public statement. He cited a number of decisions on similar cases last night in support of his views." No direct answer could be ohtained to questions as to whether the city could withdraw its condemnation proceedings after the purchase price for the privately owned plant had been established. It is understoond Mr. Bond in speaking on that point last night did not give the members of the city commission a very clear understanding as to how he viewed the matter. It is said, however, that the city attorney believes the city can withdraw proceedings by taking advantage of some legal technicalities, the nature of which are unknown. Mr. Bavis was asked if the city committeemen discussed the published opinion of one member of the state commission that the city was now obligated to pun hase the L., H. & P. plant. He said this was not considered. "Why should it have been?" he added. "That commissioner, whoever he was, was not speaking for the whole commission. I understand, from one of the newspapers, that Chairman Duncan has expressed a doubt as to the correct construction of the law on this point." Mr. Bavis said that the question of pmploying some attorney to assist the city attorney in the case now pending before the state commission had been left to the decision of Mr. Bond.

the magnitude of the Austro-German victory in Galicia. Today's dispatches state that the Russian armies commanded by General Dimitrleff lost 140,000 men, 100 cannon and 300 machine guns. ' Having failed in his efforts to break through the German line, General Dimitrleff ordered a retreat in the direction of the Lower San. All reports indicate that the Russian forces have been so shaken and disorganized by their defeat that only a passive defense is possible on the San. All Russian units that can be spared from other fronts have been transported to the lower San, where parts of twenty-three regiments are opposing the pursuing German troops.
