INTOXICATED TRAMP FRIGHTENS RESIDENTS
A drunken negro tramp, who gave the name of Ous Seals when brought to city jail yesterday afternoon, created a miniature reign of terror in the eaBt end before he was captured by two North Fourteenth street citizens. First Seals pursued a young woman school teacher to her home and attempted to enter the house. Balked in this he approached another woman, addressed some insulting remarks to her. and attempted to seize her. Two men yelled at the negro and he took to his heels. They captured him on North C street. When his captors led him to a house for the purpose of telephoning the police, a young woman standing on the porch swooned. When she was revived she said it "was a shame to arrest the poor man." At headquarters. Seals became vicious and it was necessary for Officer Wenger to use his fists on him. Seals was fined $5 and costs in city court this morning.
