Leader Points With Pride to Service During Long: Hard Winter of Financial Distressv Salvation army work is progressing well after a hard winter and Captain Jewell is encouraged with prospects, he said today. .The following communication was offered by Captain Jewell: "The Salvation army desires to inform the good citizens of Richmond that our work is on the up-grade. We have been able to add to our member- ' ship and . have had some good cases of conversions. What we have been able to do for the needy has only been through the good people that have been willing to help in any way they possibly could. If we can get the people to live the right kind of a life charity stops there. 'We do not discriminate owing to the habits of the . father. . 3 REAR ADMIRALS GET ADVANCEMENT Wilson Advances Officers to Rank Hitherto Held by
Only Few Officers. BY JONATHAN WIN FIELD. WASHINGTON, April 2. The time-honored title of admiral of the navy no longer is distinctive in the United States. Following the passage by congress of an enabling act, President Wilson has raised to the rank of full admiral three distinguished rear admirals of the United States navy. They are Rear Admiral Fletcher, who, following his services during the American occupation of Vera Cruz was given the command of the Atlantic fleet; Rear Admiral .Howard of the Pacific fleet and Rear Admiral Cowlea of the American fleet in Asiatic waters. Heretofore, when the admiral was referred to it was only possible to eman one man. The title was as unique as the title of the president of the United States. The same situation still prevails in the land wing of the United States military. There is only one lieutenant general of the army. Before the creation of the new high naval officers, George Dewey was the admiral of the navy and when one referred to the admiral of the navy, such reference was all sufficient without mentioning the name of the man. That distinction no longer appertains to the bero of Manila bay. He now is only
