Measures to Obtain Reducj tion of Plant Valuation . Considered Excessive.

Owing to the fact that he will be out of the city much of the time in the Immediate future, James A. Carr, president of the American Seeding Machine company, has tendered his resignation as a member of the committee which was appointed by Mayor Robbins to represent the city's Interests in the pending electrlo rate hearing case before the state commission. Mayor Robblns reluctantly accepted this resignation and today announced that he had appointed Lawrence A. Handley, superintendent of carriers at the Richmond postoffice, to succeed Mr. Carr. Mr. Handley Is well informed on civic affairs and the mayor believes he will be a valuable member of the committee. - Committee to Meet. This evening the members of the committee will hold their : first meeting at the board of public works office. After selecting a chairman they will proceed to decide on some course of action to convince the state commisDion of the Importance of establishing

mission by its representatives and will be thoroughly investigated. Among

tnese was the action of the city in twice paying out of the city's general

fund damages returned by the courts against the municipal plant instead of paying these damages out of the funds of the plant A Mrs. Lincoln, whose husband was electrocuted, received an award of damages amounting to $5,000, while the widow of Frank Ralston, accidentally killed by coming In contact with a live wire, was awarded $1,500. The costs in both cases brought the total amount trnid
