REV. JOSEPH DECK GETS BEST WISHES OF MA11Y FRIENDS Pastor Emeritus of Trinity Lutheran Church Completes Seventy-fifth Year ; of His Life. - . Rev. Joseph Beck, pastor emeritus of Trinity Lutheran church, celebrated all seventy-fifth birthday today.
During the day he received the con-
gratulatioas of many of-hie friend, and members of the church whlchhe has served for many years. The Rev. Mr. Beck was born on a farm In Fairfield county, Ohio, In 1840, and spent his early life there. In 1S61 he was graduated from the Theo
logical Seminary at Columbus, O., and
was ordained at the meeting of the Synod at St. Paris, O., August 28, 1S64. For eight years he - worked In a Lutheran mission in Columbus, and spent the following eleven years at a country charge at Llthopolls. In 1S83,
be returned to Columbus, where be
served as pastor of the Grace church for nine years.
In 1892 the synod sent him to Richmond where he organised the Trinity
Lutheran church from members of the
German church. After serving as pas
tor of the church for 23 years. Rev. Beck resigned from his charge about two months ago, on account of his failing health. His congregation conferred the title of pastor emeritus upon him at that time. He moved from South Seventh street, to a home at 2313 East Main street, this week, where he exects to devote his time to study.

at his home, 1326 North F street. He is survived by his mother, Mrs. Josephine Shucraft, and his step-father, Joseph Sbucraft. The funeral will be held Monday afternoon at the Second
Baptist church at 2 o'clock. The bur ial will be in Earlham cemetery.
SELL Samuel Sell, 80, died last
night at the Reid Memorial hospitrl
He is survived by three daughters, Mrs. George Shumard of Kansas City. Mrs. J. E. Leviston of St. Louis, and Mrs. Louise McConaha of West Milton, O., and two sons, D. M. Sell of Kansas City, and Clinton Sell of this city. The funeral will be at the home of Clinton E. Sell, 329 Pearl street, Sunday afternoon at 1:30 o'clock, and at the Locust church, near Abington, at 3 o'clock, and the burial will be in the Locust Grove cemetery. POLLOCK Joseph W. Pollock, 71, died Wednesday at Dayton, O. He was a well known resident of this city and at one time was a member of the police force. He was a member of the G. A. R. RULING PERMITS CITY TO PAY COST OF OILING FROM THE GENERAL FUND
To satisfy lteelf and many, persons In Richmond-regarding the power to tb city, under the statutes,. to oil $rets and pay for the' work from the general fund. The Palladium asked for a ruling from the state's 'attorney general, through Gilbert H. Hendren, state examiner. v . . The state board of accounts yesterday took up the matter with the attorney general and submitted to The Palladium its ruling, which previously had been presented to the attorney general and had met with his approval. The finding gives the city authority to pay for the oiling of streets out of the general fund. This finding clarifies a muddle which has existed since last autumn regarding the Jurisdiction of the city over work of this kind, which has a sanitary, bearing rather than one of improvement. Opens Way For Relief. , Nothing, from a legal : standpoint, stands In -the way of the city going ahead with the work now, and of giving all streets in the city a layer of oil to ally the ep.eaJ of , dirt .and germs during the su.iar. ' This department believes that there can be no question regarding the authority of a city to order the sprinkling or oiling of its streets and to pay the cost thereof out of its general funds in the treasury or by assessburial, and the services will be announced later.
