DEFENSE LEGION GAINS STRENGTH
AMONG CITIZENS
Ex-Soldiers and Sailors of City Expect to Affiliate
With Proposed First Reserve for Army. Former members of the United States army and navy and of militia
organisations who reside in Richmond
and Wayne county are taking the keenest Interest in the plan for or
ganizing an American Legion, announced under the authority of Gen
eral Wood, former chief of staff, in New York thl3 week. This legion is to serve as a first reserve to the army and navy in the event of war when its members would be expected to offer their services to the government and report for duty at specified points. Living in this county there are at least three hundred men who have served under the colors for Uncle Sam, either in the army, navy or militia, and who are still fit . for active service. This estimate has been made by Corporal Abbott, who is in charge of the local army recruiting station. Able Bod i ad Will Join. When the actual work of organizing the legion is undertaken it is expected that the bis; majority of Wayne county's ex-soldiers and sailors will identify themselves with it as they real'ze bow necessary it will be for the government to have a large force of trained men available to incorporate into its military forces as a first line of defense. , Paul Comstock of this city, who served in the Spanish war as a cap
tain, has heartily indorsed General Wood's plan and said today that he expected he would be informed shortly of the methods to be pursued in effecting its organisation. Captain Comstock is also active in promoting the local organisation of the National Defense League. What is especially desired in organizing the Araericnn Legion is a corps cf men equipped for special services, eo necessary for an army when it takes the field, chauffeurs, telegraphists, aviators, blacksmiths, etc.
WOMEN OBJECT TO VOTE CURTAILMENT Write Letters to Wayne County Solons in General Assembly. Women of Richmond and Wayne county are much incensed over the attempt of the legislators to strike out the clause giving women right to vote on liquor and other referendum questions and as a result it is estimated Senator McConaha, Representative Mason and Representative Judkins have received about 200 letters each since the suffrage bill was introduced. Mrs. Roscoe Kirkman of the W. C. T. U. and the Franchise League, said today the women are taking this means of notifying the legislators of their duty. The letters do not as a rule contain arguments but they only ask the Wayne county representatives that tbey vote as the majority of the people of the county are believed to sympathize.

representatives. There are more than 200 members in the five unions In Richmond. The suffrage association with a membership of more than 100 is also a part of the movement and the
members are corresponding in behalf
of the suffrage bills.

Since that time the circuit court at Fort Wayne ha3 ruled that the city must bear the entire cost of cable service for ornamental street lamps, as the cable service is a part of plant equipment and must be charged to the capital account of the plant, which is the basis for rate making. Mayor Wants System. "Richmond cannot afford to pay the entire cost of such a cable service," Mayor Robbins said today. "I would like to see such a system installed in the business district of Main street, not the entire length of the street, and In a section cf the north. end business district. However, the Commercial club, now that the street lighting bill la dead, must give us an absolute guarantee that the major part of the expense of installing ornamental lights will be borne by the benefited property owners. 1 have not determined yet what percentage of this cost the

That the mayor anticipates some satisfactory arrangement can be entered into for the installing of ornamental lights is shown by the following statement contained in his report on municipal activities, made public today: "It is our desire to install an ornamental system this year along the

The fact that the city finished last year with a deficit in excess of $7,000 can not be charged to incompetency in the conduct of city affars. for the board of works, under the guidance of President Bavis, practiced an unusual degree of economy last year. The glaring fact remains that the city has completely outgrown its income, which has remained almost stationary in recent years, and "that future deficits can be anticipated unless higher assessed values are placed on taxables, or the city tax rate, which has remained at $1.10 on the $100 valuation for several years, is radically increased.
Despite the exceptionally large increase in city expenses in 1914 over the previous year, the city's income from taxes, $160,214.16, was only an increase of $4,635.36 over 1913.
English channel off Beachy Head, makes it practically absolute that two German submarines now rest beneath British waters.' Late In February wreckage, supposed to be a submarine was picked up off Christiansand, Norway. At the same time it was reported that the TT-16
had been sunk after making an unsuccessful attack upon the cross-channel steamer Victoria. To Be Tried as Pirates. The arrival of the crew of the submarine TJ-8 in England brings to a climax the controversy led by Lord Charles Beresford over whether or not such prisoners shall be treated and tried as pirates. Lord Charles has strongly advocated such action because of the nature of the German submarine war against English shipping. The officers and members of the crew of the U-8 are being detained in . Dover castle. It had been said that the U-8 was sunk yesterday morning, but the German seamen declare that the vessel was not attacked and sunk until last night. They declared that two shots were fired at the U-8, the first missed, but the second damaged the submarine to such an extent that she had to be abandoned at once. The U-8 was cno of the finest undersea boats In the German navy.

2 READING CIRCLES START DRAMA STUDY Six More Branches of Drama League Expected to Begin Work Soon.
Two of the eight reading circles which have been formed by members of the local Drama League, have started to read plays recommended by the National League. The others will probably complete their organization and start the reading during the next week. There is no formality about the organization of the circles, and the work Is done under the direction of a leader who is assigned to organize the circle. Miss Bertha Hawkins is the chairman of the group of leaders, made up of Miss Edna Johnson, Miss Anna Bradbury, Mrs. A. W. Charles, Miss Edith Moore, Miss Hettie Elliot, Mrs. W. C. Bernhardt and B. V. Kelly. A list of plays which are in the Mor-risson-Reeves library and have been recommended by the National Drama League, has been prepared, and the reading circles are supposed to select their plays from this list. No study of definite analysis of the plays will be attempted at this time.
