The Central Bureau needs the Board of Health to correct unsanitary housing if it is to aid in improving the home conditions. It needs, the church to give strength to the individ ual whose physical needs are being re- j stored. The school teachers need the probation officer for the unruly boy. All need the playground to provide recreation. If the spillway heighth is not increased, owners of lots who expect to build In the spring will be asked not to build permanent docks and thus fix the water line. The sewer system is almost completed but the ditches have not been filled and the park is torn up and in bad condition. The ditches will be smootheo. over in a few weeks. The boating, swimming and refreshment concessions will be held by the same persons as last year. Smaller concessions were granted only for a period of one year and will be reissued. Several new . concessions will be given including a contract to operate a dance hall. May Change Bathing Place. The directors of the company now have under consideration, a change of location for the bathing place. It has vice of individuals in the community are needed to back up each and every organization. The goal is too important to be lost, the roblems too big to be undertaken by any one group of workers alone. The Central Bureau for Charity and Social Service, is the medium of cooperation, and was formed "to provide this opportunity for concerted action in neighborly service to the needy unfortunate." It should therefore be the source of information as to persons and organizations interested in a family. It should know the resources of the community that can be called upon for help. In our good city of Richmond there are plenty of broad-minded, warmhearted people who can be led to see the great value of our Central Bureau which is so wisely directed by John Melpolder, managing secretary. The governing committee is composed of a group of men and. women in whom this community has the utmost confidence and under such conditions nothing but victory can be looked for as a result of the coming campaign on Tuesday next. DECIDE AGAINST SITE ON EARLHAM CAMPUS West Side Friends Cast About for Location for Church. Members of the West Richmond Friends church decided yesterday to secure a site for the new church building at some point outside of the Earlham campus. This decision was reach ed after a discussion of the benefits to be secured from the campus site

A full attendance of the members of the congregation was present at the mass meeting yesterday afternoon, and all agreed that the time had come for definite action, and that in the best interests of all concerned the building should not be erected on the campus. The building committee was instructed to secure options on available sites at once. Although no official instructions were given the committee, it i3 generally understood that the site selected will be at some central point north of the National road. DRAMA LEAGUE PUTS 0. K. ON NEXT PLAY The play-going committee of the local branch of the Drama League, has issued cards recommending "Peg 'O' Mv Heart," which appears at the Gen- ; nett theatre, February 18. This is in accordance with the purposes of the j league to notify the theatre-going pub- j lie when plays of merit are coming to the city. By this method the members believe the people will be induced to attend the better plays and that the manager will find it profitable to bring a high class of plays to the city. ! been suggested that the big bath house built by Charles Parker on the north shore of the lake be floated In sections to the hollow on the north shore of the lake about 200 yards east of the dam and below the New Paris Pike. No d"cision has been reached on this matter. Solid debris and dirt will be dumped on the lower side of the dam and the road across it probably will be ready for use in summer. The road will continue northeast from the dam and Join the New Paris pike at a point above the proposed location for the bath house or will turn south and join the New Paris pike below the dam where a lane has been opened. According to lot owners on the New Paris pike, half of the lots on the north side of the lake will be occupied by summer camDS and homes next sum mer. Some of the lots have been cleared and the owners are waiting for the rubbish to dry before burning it. BRIDGE TO REQUIRE SUBSTANTIAL PILES Borings at Proposed Sites Reveal Strata of Sand and Water. At the end of fifty feet of boring to find the nature of the foundation ot the south side bridge at E street and G streets, no solid bottom was found, says a report made by Bridge Engineer Mueller to the county commissioners Siturifl.y Mr. Mueller reported that the farther down the drill went the worse the strata became from an engineering standpoint. Piling will ne necessary if the bridge is located where borings have been made. Piling will add some to the expense of the structure, according to the kind used. The kind most highly recommended is a steel casing driven into the ground and filled with concrete. Wood piles were not advised, as their life in such soil and sand would be short. The borings revealed at a depth of a few feet from the river bottom a thick vein of water. It is so well filled with sand that indications are it is a flowing course. INSTRUCTORS DISCUSS CENTRALIZED SCHOOL Township Teachers See Advantages in Central High School for County. A central high school for Wayne county will be the subject of discussion at the afternoon session of the next towns and township teachers institute, March 6, in the high school building. The questions to be taken up have been announced as follows: General subject, the place of an agricultural vocational school in Wayne county public school system. (a) The way in which agriculture and domestic science is being taught at present in our high schools. (b) The number of rural boys and girls who never go to high school; the cause and remedy. (c) The practicability of local and township supervision of these subjects (d) The need of a state-wide agricultural high school in Wayne county. (e) Location and equipment. (f) Teachers and board of control. () Courses of study. NUSBAUM TO READ PAPER ON LUTHER The first of a series of papers on the life of Martin Luther will be read at the meeting of the Brotherhood of the First English Lutheran church Tuesday evening. Von Hindenberg 'Clears Russians From All East Prussian Districts by Fast Movements. BY FREDERICK WERNER, Staff Correspondent for International News Service. BERLIN, (Via Amsterdam),, Feb.' 15. In - the fastest series of offensive movements that has marked the operations in. the eastern theatre of: war. Field Marshall Von Hindenburg's army has cleared the Russians from all the districts of East Prussia and has in turn invaded the Czar's territory. Dispatches received here from Breslau said that, following their succusses in the Gumbinen district, the German troops had rolled the Russians back In their attacks, before Lyck and near Johannisburg and had begun an assault on the Russian positions in the vicinity of Grajevo on the road to Ossowiec, the fortress which commands the crossing of the Bobr river. North of Suwalki the Germans have also penetrated Russian territory and a battle is developing in the district from which the Germans were forced to retire a few months ago because of weather conditions which preyented their bringing up the forces; necessary to oppose the Russian troops. The return of Emperor William to the eastern theatre after his sudden return here is believed to indicate that the chief operations of the German armies will be for several weeks in the zone where they have again clinched with the Russians. The next scene of violent conflict is expected to be before Ossowiec, whose fall would allow the Germans to strike at the rear of the Russians defanding Warsaw. MORE PLEAD GUILTY TO ELECTION FRAUDS BY LEASED WIRE INDIANAPOLIS, Feb. 15. Three more pleas of guilty were entered bofore Federal Judge Anderson today by alleged election conspirators of Terre Haute. The three pleas were entered by Harry Hickman, Thomas Brady and Simon Stingley. Brady and Stingley are west end saloon keepers in Terre Haute. They had previously pleaded not guilty to the government's charges. Today's pleas made a total of eighty-seven who admit their parts in election frouds In Terre Haute. In addition, it is asserted, the Russian successes in- the Carpathians have more than offset the temporary gains of the Germans in the north.
