EXPLAIN SYSTEM USED TO DIRECT GIIARITYJIREAU Members of Governing Committee Open Educational Campaign to Prepare for Financial Canvass. Explaining again the purpose of tho Central Charity Bureau, the governing committee hat issued the following: For a long time the business and professional men of Richmond have felt the need of the Introduction of business methods in the administration of the community's charities. The merchant is being most frequently called upon for charitable donations by organizations and beggars and lmposters. Their appeals usually entail a serious loss of precious time and impart, but little information as to definite results. He has not the time, the Inclination or the means at his disposal to investigate for himself the worthiness of these appeals; hence, he is largely governed in his charitable giving by business policy. Mis practical experience with "deadbeats," who threaten his credit system, and with the prevalent human weakness of getting something for nothing, helps him readily to comprehend that charity needs to be carefully and wisely administered to accomplish its desired ends. The merchant, therefore, is vitally Interested In systematizing the social betterment work of the community. Woman Realizes Need. The housewife passes through a life-

any home. She, therefore, can best of all appreciate the need of the strictest economy and of sound judgment in the

treatment of those who through arrested development have scarcely reached the attainments of her own little children. In the light of these facts, there

ested in thiB new development In the social betterment work of Richmond and in the treatment of those of us

who, through misfortune or otherwise,

Miss Hazel Mashmeyer of Richmond spent Saturday night with friends and attended the dance. The Ladies Aid society of the Methodist church met last week with Mrs. A. II. Piper. Mrs. Frank Willis and son of Peru, Ind., visitea W. S. Porterfleld and family over Sunday. Mrs. Charles Kennedy of Peru, Ind., visited relatives here last week. Miss Linnie Toney had as her guest Friday night, Miss Ada Mackintosh of Richmond. Mr. and Mrs. Thomas Staten have moveu into the house recently vacated by Mr. and Mrs. Robert Stanley. Louis Garrard, former yard clerk for the C. & O. has gone to Cincinnati where he accepted a position.

County Deaths

"FOUNTAIN CITY Virgil Clark. 14 years old, youngest son of Oliver Clark of this place, died Saturday evening, death relieving him of an affliction covering almost his entire life. He leaves a father and three brothers, Harry Clark of Indianapolis, Charles of Hartford City, and Roy of Richmond. Short funeral services at the home Monday were conducted by Leanna Hobson, " minister - of the Friends' church. Mr. and Mrs. A. M. Gardner of Richmond, were here to attend the funeral. FOUNTAIN CITY The funeral of Lydia Jackson was held at the M. E. church Monday afternoon. By request of the deceased, Rev. Chamness, pastor of the Lynn church, preached the funeral sermon. Burial was in Willow Grove cemetery, south of town. Being an old resident of Whitewater, several from there attended the funeral. DUBLIN Word was received here of the death of David Ulrich at Wenachee, Wash. He resided here a greater part of his life. Oliver Ulrich of Wenatchee, and Ed Ulrich are sons. The body will be brought to Hagerstown for burial. . ' DUBLIN Stephen Hayden, 73, died Saturday of pleurisy of the heart. The

funeral was held at the home Tuesday afternoon at 2 o'clock. The body was placed In the vault at Cambridge until it can, be taken to Liberty for burial. Do You Find Fault With Everybody? HORSE THIEF GETS PRISON SENTENCE

EATON, O., Feb. 8. When arraigned In common pleas court Monday before Judge Risinger on ' charges of horse stealing and grand' larceny, Chris Gard, who claimed San Antonio, Tex., his home, was sentenced to serve from one to fifteen years in the penitentiary. Upon his plea of guilty to the theft of a horse the grand larceny charge was nollled. i
