RUSSIANS LAUNCH FLANK MOVEMENT IN EAST PRUSSIA New Army Advances North of Tilsit, Cutting Communication North of. That : City. BY LEASED WIRE. PETROGRAD, Jan. 29. In a great flanking movement against the Germans in East Prussia, a new Russian army is advancing north of Tilsit. Its operations are meeting with success according to an official statement, having destroyed the situation at the station at Pogegen, a few miles north of Tilsit. The Austrians who forced the Russians to withdraw through the Carpathian passes, now seem to have met with a severe check. The official announcement follows: "The Russian troops on Monday assumed the offensive north of Tilsit, driving back the Germans and destroying the station at Pogegen. "In the forests north of Pillkallen and '"'imbinnen the Russians are success f - advancing in some districts. force of the cold wave which has broke all records in many parts of the country, has been broken in the west and central portions of the United States, the temperatures were still low in the northwest, and in many sections of the east. The worst storm of the season prevails in Southern California, where all rail traffic was re
ported paralyzed and considerablo
damage to property. Winnipeg was the coldest place on the continent, the theremometer having registered 36 below for the last two mornings. St. Paul and Moorehead were the runners-up in the United the United States, where a record of 24 below is reported, while Canton, N. Y., holds the eastern record with 20 below.

You can get mulsified cocoanut oil at most any drug store. It is very cheap, and a few ounces is enoutrh to last every one in the family for months.
HEAVY DOWNPOURS FLOOD LOS ANGELES Santa Fe, Mountain Division Tied Up by Big Landslides. BY LEASED WIRE. LOS ANGELES, Jan. 29. Rail traffic is paralysed and much damage has been done to property-by a storm that has been raging for twenty-four hours The heavy rain in Cajcn pass, near Los Angeles, today put the Santa Fe's double track system through the mountains out of operation, and its new line has been burried under a landslide. As far as known no lives have been lost. Los Angeles and Pasadena have been literally deluged with rain. At Long Beach the high tide swept the amusement district and flooded many stores and residences. Pomeona, a beach town, and other various places are reported to be damaged. All orange picking in the river valleys has been halted, and heavy damage to the crop is feared if the storm does not abate. Unusual high tides were today battering the Santa Barbara water front. Numerous fishing fleets were still at sea, but they may have reached safety in some island port.

LEGISLATIVE NOTES
(BY LEASED WIRE. 1 The house today received two reports on the Feick mother pension bill. ' The majority of the committee on Judiciary B, recommended that the bill be killed by indefinite postponement. Organized- labor of the state has taken a decided stand in favor of the measure, but charitable institutions of the state are opposing it. A majority report favoring Senator White's drinking cup bill which passed the senate, was presented to the house. The minority report was for killing the measure. Contrary to expectations the house received no report this morning on the health bills providing for the employment of health officers on which a public hearing was held last night. One bill for all-time health officers Is backed by Dr. J. N. Hurty, secretary of the state board of health, and the other for part-time officers is being pushed by Dr. H. O. Bruggeman of Fort Wayne. It was predicted today that both the houses of legislature would pass the Cleary bill prohibiting public officials giving Jobs to members of their own families, or to relatives of nearer kinship than third cousins. But for parliamentary confusion yesterday the bill would have been passed by the house under a suspension of the rules.

Members of the Friends' committee to decide on plans for a national men's conference will be In the city Tuesday to meet with Chairman S. Edgar Nicholson. The meeting will not include , all members from various parts of the country but will consist of the representatives of the yearly meeting here, at Plalnfleld and at Wilmington. Most of these representatives are expected.
