POSTAL SERVICE TO RE-ORGANIZE ON LOCAL PLAN Division of Finance and Mail Departments Under Two Heads Works Successfully as Experiment. A general reorganisation of post offices all over th country after the plan of the Richmond post office and a few others will take place July 1, If the senate agrees to legislation carried in the poet office appropriation bill as it passed the house. The local post office was placed on a trial plan now known as the twodivision plan two years ago. L. A. llandley was made superintendent of mails and Henry Deuker, although officially known as assistant postmaster holds the position of superintendent of finance. . A few post offices In the country was named to try this plan, Richmond being the only office in Indiana and the old office having receipts of $6,000 to $100,000 anually. The post office appropriations bill introduced into congress by the postmaster general carries with It this plan for all post offices having receipts of more than $40,000. Richmond post office will come in the second section of first class offices. The postmaster is the general head ind supervisor of all departments. The superintendent of mails attends :o matters of mail delivery, collection, riistributlon, and all other matters pertaining to mail matter. The superintendent of finance has charge of the money orders, insured parcels, stamps, postal savings, registry department and all other matters pertaining to the collection of money.

SNOW CAUSES POOR TELEPHONE SERVICE FOR HILTON PATRONS

MILTON. Ind., Jan. 26. Otto Carroll, who recently lost hie life In the effort to save a drowning boy, is a nephew by marriage of Linvllle Wallace of Milton. Mrs. L. P. Zeller and mother Mrs. 8usan W. Wilson are both sick with deep colds. The hostesses of the next meeting of the Prlscilla club met with Mrs. Frank Doty, Monday afternoon. L. P. Zeller was at New Castle Tuesday to act as the superintendent of the poultry show at that place. Telephone service at Milton is in a bad condition owing to thu severe now storms. The lines are crossed and some lines are almost out of commission. Harry Murley went to Brownsville Monday. He is assisting at some work at Earl Doddridge's on the farm. Mrs. Madison Swisher has been sick from a deep cold. Mercury Drops Low. The mercury registered 22 degrees below zero, Sunday morning here. More snow fell Sunday night to the dept of five Inches. There is now about 17 inches of snow on the level. Benjamin Miles returned Monday from a visit with relatives at Peru, Lafayette and other places. He was accompanied by his niece, Miss Ruth Cox of Peru. Mrs. Harry Dalrymple of Cambridge City, spent Monday with her parents, Mr. and Mrs. Elmer Hall. Dr. Powell, field secretary of the Methodist hospital at Indianapolis addressed the congregation at the M. E. church Sunday evening on the subject of the hospital. He gave some very interesting facts concerning the work being accomplished. The M. E. Sunday school orchestra gave some very excellent music. Russian officials asserted today that the Turks defeated in the Caucasus are being reduced to terrible straights in their attempts to escape capture. They are freezing and starving to death in the mountain regions. Despite their sufferings, the Turks are still fighting desperately and contesting every foot of ground. The Ottoman leaders are enlistins local tribesmen, who are well armed and acquainted with every foot of the country. COLD HALTS BATTLE. CONSTANTINOPLE,- Jan. 26 Severe weather conditions have baited operations in the Caucasus, the Turkish war office announced today, adding: "Both tideb are at a standstill. The enemy, repulsed over part of the front. is now fortifying the j;ew positions they have occupied." INVADE EGYPT. ATHENS, Jan. 2S. Advinrs from Constantinople state that 80,000 Turks form the array that, is bolnir sent to invade Egypt. Mrs. Ernest Doty and family were guests at dinner with her parents, Mr. and Mrs. Charles Hale, Sunday. Mr. and Mrs. James Doddridge had as their guests Sunday, Mr. and Mrs. W. S. Hunt, of Cambridge City. Visit With Mother. Mrs. Harry Manlove and children spent Sunday with her mother Mrs. Ira Pritchard, at Cambridge City. Miss Elda Lowry has returned from several months visit with relatives at Elwood. Mrs. E. P. Jones entertained the members of the Christian church orchestra, Saturday evening in honor of Mr. and Mrs. George Wagner. Aside from the members of the orchestra, Mr. and Mrs. Benton Wagner, Mr. and Mrs. L. H. Warren and daughter, Mr. and Mrs. Charles Wilson, Miss Alma Wagner, Mr. and Mrs. Carl Williams, the Rev. and Mrs. F. C. McCormick and family. Miss Lora Beeson, Mr. and Mrs. R. W. Warren and Miss Lorene Warren were among the guests. The evening was spent in a social manner, contests and music and nice refreshments served.

COMMITTEE FAVORS EXEMPTION MEASURE - . " -I aoaawasa-aa ' -;..- t "-.' Proposed Law Exempts OneHalf Assessed Valuation Instead of $700. INDIANAPOLIS. Ind., Jan. 26. Committee reports presented to the house, today favored the proposed amendment to the mortgage exemption law providing for the exemption of one half of the assessed valuation instead of the present exemption of $700; and killed the "two Van Horn measures for the appointment of special justices of the peace, and giving a justice of the peace power to compel attendance in court of witnesses. A public hearing was announced Thursday night on the sewage disposal of the Indianapolis local flood prevention bill. These two measures carry a possible expenditure of about $1,500,000 by the city of Indianapolis. The citizens of Gary. Indiana, will have the opportunity to make Gary a second class city under the Kinder senate bill as it was amended and passed by the senate just before adjournment last evening. It is believed the amended measure will be passed by the house.

FORM READING GROUPS Members of Drama League To Study Plays. Reading groups will be organized In the city by the educational committee , of the Drama league to interest citizens in the best plays. The committee last night decided to publish a list of good plays from which the groups could make their selections. At first only members of the league will . be organized for the study, although later members of the league will assist any person making application in getting together a group.
