The organization consists of N. C. Heironimus, Thomas Elleman, Charles H. Moore, Miss Florence Ratliff, G. N. Steeley, Mrs. Anna Beeson, Mrs. Emma Unthank, Alonzo Gardner, Rev. C. Raymond Ifiley, Mrs. Amasa Jenkins, Miss Flora Fox, Emily Windle, George Mltthews, Rev. Sylvester Billheimer, Rev. Orville Chance, Miss Alice Unthank, Miss Lula Perry, J. W. Outland, Mrs. Ethel Wiokett, Charles Gibbs, Mrs. Mary Leeds, Mrs. Anna Gibbs, Mrs. Mary Hill, Mrs. Ella Towle and

Mrs. George Bowers. Work of the west side organization will be carried on in the same manner as the Central Bureau, all cases being treated confidentially. The workers expect to uncover many worthy charity cases which would not otherwice be reported to the Central Bureau, and to assist the bureau in the treatment of cases in that neighborhood.

TURKS TAKE MANAGER. PETROGRAD, Dec. 17 R. T. White, the American manager of a British copper property near Batoum, trans-Caucasia, has been wounded by the Turks. A dispatch received here from Tiflis today stated that the Turks had taken possession of the entire property.

GOETHALS EXPLAINS NEED FOR PATROLS Informs Secretary of War Ships Needed to Enforce Neutrality Rules. BY LEASED WIRE. WASHINGTON, Dec. 17. Colonel Ctoethals, governor of the Panama canal zone, has made a report to Secretary of War Garrison, supplementing his requests for destroyers at the canal, in which he says that except for reports of the misuse of the wireless, no neutrality rule is known to have been violated on the isthmus. Colonel Goethals explained that under certain circumstances neutrality rules might be violated without detention unless ships were available to patrol the waters of the canal zone and investigate suspected violations. Secretary Garrison, in discussing the Panama neutrality situation, said he could not emphasize too strongly the fact that nothing sensational had occurred. Colonel Goethals message advised the war department that he would leave Panama today for the United States. Secretary Garrison said today that the Kovernor's visit had no relation to neutrality matters, hut it is connection with canal appropriations new before rongress.
