BY LEASED WIRE. WASHINGTON, Dec. 16. Closely following the dispatch of more United States troops to Naco, Arizona, where residents have been killed and wounded by the fire of Mexican soldiers across the border, Secretary of War Garrison today ordered General Hugh I Scott, chief of Btart of the United States army, to proceed to Naco at once. He will try to induce the warring Mexican factions to stop imperiling citizens and property on the American side of the border. This action was taken at the suggestion of General Bliss, who in a message to the war department, pointed out the possibility of utilizing General Scott's knowledge of conditions on the border and his long experience there in restoring tranquil conditions. Secretary Garrison said that the sending of General Scott was in hope that that officer would be able to achieve the peaceful result sought to be accomplished by the administration. General Bliss remains in charge of the troops at Naco, Secretary Garrisons statement says.

ROOSEVELT NOT TO BE NAVAL WITNESS

WASHINGTON, D. C, Dec. 16 Former President Theodore Roosevelt today telegraphed Representative Hobson that he did not believe it would do any good for him to appear before the Naval Affairs Committee, and when the committee met today, Hobson withdrew his demand that Colonel Roosevelt should be summoned.
